Show 6 THE PYRAMID 17, 2004 Thursday, June Commissioners discuss rising cost of needs for elderly; contributes $.607. The cost of drivers per year is $3,509. Bumgardner reported that the numbers fluctuate on a monthly basis, sometimes needing to serve by Jill Hansen THE PYRAMID All of the commissioners were in attendance, with Jarrett participating via phone. After claims were cleared, Ross Bumgardner approached the commission with his assistant, Judy, regarding Sanpete Senior Citizens and home-delivere- d meals. The costs to run this program have greatly increased and they hoped the county would be able to help with some financial aid. It was explained that the expenses to run this program keep running higher, due to increased prices in beef, dairy and gas. Inflation has increased the cost per meal to be $5.85 per citizen. As weU, mileage for drivers approaches over $3,500 a year, with a reimbursement rate far below the cost of gas. Because of restrictions placed by the Older Americans Act, the meals must be provided to quali- fying seniors, regardless of their ability to pay. Those who are under sixty pay the full cost, but often, those older citizens who can afford to years-of-ag- e pay do not. To qualify, a person must meet illness and frailty requirements. No guidelines for income or assets have been established. For many, this one meal deliv- is the ered four for the nutrition received only week. The average donation senior in the citizens receive is USDA and the $1.62, county times-a-wee- k per-me- al a higher number of elderly people, sometimes much lower. The grand total required to continue running this program comes to $18,400.72. The commissioners agreed this is a critical need, but the county has very limited funds at this time. After much discussion, it was suggested by Commissioner Blackham that names be given, in confidentiality, to local church members and other social service organizations, in order to generate a volunteer service for the delivery of meals. Also discussed was the possibility of getting other, less frail senior citizens active in volunteering in the program, which includes activities provided by senior citizen centers throughout the county. Any person or organization wishing to help the program may call their local senior citizen program. Sanpete County currently contributes around 19 percent of its administrative costs. Public hearings A public hearing was held for a Conditional Use permit for Dannie and Jeanette Rasmussen for a home based, smoked salmon business. Barton has agreed to these a building permit or water of building a new establishment in the Mt. Pleasant Industrial Park. The only objection voiced was Holm-stea- d, two-yea- terms. Once the Ephraim Canyon project is completed, the commissioners stated that UDOT must approve all farm and residential access. It was also suggested, by Chair Dettinger, that all involved parties should sit down and discuss liability and responsibility issues. Another concerned citizen requested that a 25 mile per hour sign be posted for the safety of children in the area. Barton had already agreed to do this, so his request was approved upon observance of the stated conditions. Barton later informed the commission that UDOT has already approved the Willow Creek road for construction use. Kelly Warner requested a public hearing for a Conditional Use permit for an alternative power source for his property located in the Spring City Spring Rancheros area. With the condition that he would insulate for sound, the permit was granted. Mosquito abatement program Sally East, director of the Sanpete Economic Development Council, was not on the agenda, but updated the commission on contributed up to $ 10,000 in labor and construction. There remains $15,000 in the Commission Services budget. $1,000 was approved to assist Axtell in this project. Chair Greg Dettinger received a phone call from Jones and stating that the Ephraim Canyon project has been approved to begin on July 6th, starting from the Forest Service boundaries. Closures of the road will occur between working hours and will be posted through local newspapers Peggy I larrison of Chris Can- e, reading comprehension to first graders. It is very expensive to participate in this pageant and the commissioners all agreed to personally pay a total of $300 for Nielson's tribute page. The Axtell Post Office asked for assistance in funding their operation. Commissioner Blackham informed the commission that the Axtell volunteers have progress. They discussed Federal Land and Building Ownership, Middle Class Tax Relief, No Child Left Behind revisions, Business Activity Tax issues and ANWAR,' oil drilling regulations. Harrison stated that they would keep the commission informed of any' changes regarding all of these issues. The next meeting will be held on Tuesday, July 6th. However, Holt now realizes that he needs both and asked if the commissioners might consider his extraordinary case. County attorney Ross Blackham stated that this was more of an exemption case and that it would set a dangerous precedent if the commissioners allowed it. Discussion yielded the decision to let Holt talk to the person who sold him the property and have six months in order to try to get a well put in before more building or occupancy occurs. Other business Christy Nielson, Miss Sanpete, talked to the commission regarding her upcoming attendance at the Miss Utah pageant next week.
