Show Page Six - The Pyramid - February 5. 2004 County commission meeting well as to get a firmer estimate of both costs and expected revenues. Justice Court Judge Sarah Watson asked the commissioners to approve $5,200 for purchase of office ftirniture, an amount already budgeted. She was asked to submit a request to which she agreed to do. The amount of $4,076.76 was formally approved for an overpayment to the Department of Motor Vehicles, as was discussed during the Jan. 20 meeting. Continued from Page 1 commissioners approved this action. Appointments An appointment to the Central Utah Public Health Board was passed over until the appointee could attend the meeting. Sheriffs requests Kay Larsen, Sanpete County Sheriff, asked about the purchase of three video cameras, with audio capabilities, to be installed in patrollers vehicles. The majority of funding will come from a Highway Safety grant, with $3,750 added by the county. The videos will only be Fairground usage Kris Frischknecht requested the use of the county fairgrounds on April 27 and May 1 for the rodeo queen contest. This was approved. She also explained that the activated by the officers use of the light bar. This purchase was approved. Larsen also asked for approval to purchase a combination fax, copy, printer and Wagon Train program had asked to use the Exhibit Building to hold a series of two-hotraining sessions. Jamee Wheelwright, who runs Wagon Train, was called to verify that her program is t, and that she is charging for the training. The commissioners agreed to apit prove charging the Wagon Train a fee of $100 to cover power and employee expenses. Street sign changes A request made by Bill Peterson of Palisade Pals to change the name on a street sign was discussed. It was decided the clerks office will send letters to property owners who live on the same street, giving options of several names that have been suggested, and asking for owner input. ur scanner machine for the Sheriffs office. Anderson expects to charge a minimal fee at the gate, which the county would keep, and asked if they could cover insurance costs. Discussion yielded advice for Anderson to contact the Fair Board and perhaps the Scandinavian Days board, as Anderson Fairview easements Steve Keller, county roads y supervisor, explained easements requested by the city of Fairview. Plans are to right-of-wa- put a sewer line down the center of the Osmond road easement, but Keller stated that a problem for his machinery is that there are two manholes which cant be seen when covered by snow. He has had severe damage done to road machines because of this on another section north and east of Fairview. The commissioners agreed that since this is a city project, and the county will need to maintain the road regardless of what Fairview city decides, Keller will need to meet with that citys administration to discuss options. The county should have no other fiscal responsibility than maintenance. FV senior center Frischknecht stated that the Senior Center in Fairview currently houses the polling place for that city. It must be accessible by all citizens, according to law, but the parking there requires people to go through gravel to get to the sidewalk. Fairview doesnt have the equipment to asphalt this section, so some discussion followed on finding an alternative. It was decided to ask the city if they could contract out labor on asphalting the Senior Center parking area. Meeting clearance Steve Keller and Scott Rasmussen were approved to attend a WEED meeting in Provo, Feb. 17 and 18. Hunting club approval After lunch, Lee Holmstead presented Burke Lyon, who is applying for a conditional use permit for a hunting club, as was discussed with the commissioners in January. Letters had been sent to adjacent owners for their input, but Holmstead had only received one letter of protest. The club will no longer border on that property. The Division of Wildlife Resources has given their approval and the commissioners voted to approve the permit. Joes Valley road Brian Barton and Rick Jorgensen of Jones and DeMille Engineering, updated the county on the progress of work on Joes Valley Road up Ephraim Canyon. They stated that UDOT would prefer to work directly with Federal Highways and Federal Lands, bypassing the county, for more expediency in paperwork and billing. Sanpete, as owner, would retain control but could also be reimbursed their over decision-makin- g, deposit of $ 6.925 and not have to make any more partial payments. This would require reopening the budget the county has in conjunction with the $3.3 million Federal Lands grant for this project. There was some discussion about the value of the trees that will be felled for this project. Barton suggested that DeMille Engineering could cruise and evaluate the cost of the trees, or that three to four sites could be found to stack them and have the Forest Service pick up and 1 sell. There was also discussion about a list of requirements that need to be met, such as signage As well, two and owners of property in the stretch are now deceased, so there are deed issues. The county is responsible for y clearances and initiating probates, so this is needs to be dealt with immediately. Plans are to break ground in right-of-wa- y. 11-m- right-of-wa- Barton said the project could wait until Oct. 1 before losing the project, but the county cant begin any other project until ground is broken on this one. It was decided to check into who has paid property taxes and to find out who has been deceased three years or longer. This will speed up the process. It was approved to let UDOT take over the project, and they will review the planning specs. Spotted Frog Redge Johnson, Division of Wildlife Resources, discussed a 180-acpiece of property in Fairview that has been classified as wet meadow. The Fairview Sewage Treatment plant has donated their easement to DWR due to the discovery of the Spotted Frog. This is not yet an endangered species, but this shows the Federal Fish and Wildlife adre Miracle Pageant last year. There was some discussion on other funding sources, such as drug court and adoptions, but no decisions or motions were made. There has been a request for a county ad in the North Sanpete yearbook. The commissioners each approved the ad, for which each of them will pay out of personal funds. There were 13 more business licenses applied for than the previous year, an increase of $7,000. Marriage licenses have also increased, as well as the fee, which is now $50. Passports are down, miscellaneous revenues down, and zoning books sales are down. History books sold by the county are gone, and there was some discussion of reprinting them. Frischknecht will check into the cost of printing. Money was also lost on the Fairgrounds greens, as rental was not done on them during the Mormon June, but Ross Blackham stated that this last issue will be too 283-663- 6 9 488 S. 100 East South of Ephraim Ephraim BUCHANAN MORTUARY Service Mortuary" Proud to Honor the Boy Scouts 835'2311 195 W. 100 N.
