To make reservations in Ephraim or in Moroni call call 283-631- Northbend FAIRVIE- W- Camp Daughters of Utah Pioneers (DUP) recently gave special recognition of "Women of Faith and Fortitude" and a pin to honor daughter, Lila Bennet Graham for her many years of service to the LDS Church, community and DUP. She has been a DUP member since 1983 and has served as first captain. Lila was a behind-the-scenmover in the formation of the Fairview Museum of History and Art. Her husband, Lyndon, was one of the two original founders of the museum and his models and artwork fill one of the rooms of the Heritage building. A little known fact, that may escape those who marvel at the intricate workmanship of Lyndons model carriages, is that the interior upholstery of each riage is the design and creation of Lila. Lilas life, as well as that of her husband, is Dicksonian in scope. Both come from humble beginnings but have raised themselves to be admired pillars of the community. Many people pass through a leaving scarcely mortality the while others shape footprint, world around them. Such is Lila Graham. Fairview will always be a better place because she chose to call it home and her presence here has left an indelible imprint on its future. 0, 436-827- 5. Rasmussen, who is also on Planning and Zoning Commission added, "Before doing any building you have to check with the city." members Council quickly dismissed changing the ordinance, instead of working out a system by which residents can come to the city and find out whether they need to go to the County Commission or obtain a permit locally from city employees. The formula the council worked out depends on the type of construction. If it covers "new real estate", as Naylor pointed out, the resident must go to the County Commission, otherwise it can be handled by city employees. Before setting out to remodel or change a structure on property, residents are expected to contact the city recorder who will help them fill out a paper, take it to the city marshal to have it signed off and then must call the county to see if they require a permit also, that is, if the project doesnt have to clear the County Commission. Council members also made it clear that anyone not checking with the city could be in violation of the law and they discussed ways to inform residents. One of the suggestions was to include a notice with city bills. Naylor also noted several times that although Fountain Green ordinance is even more restricted than the county, it is the way the ordinance is written and cant be "side stepped", so they have to be enforced or changed. Some examples are that state law doesnt require a permit for a 10 by 12 foot shed, the County requires a permit for taking old shingles off roofs, but it doesnt when laying new shingles over old ones. Both examples require permits in Fountain Green. Rasmussen defended the ordinance over shed building to maintain control of enforcing setbacks. Also discussed were ways to ; get the county building inspector j not to sign permits that havent gone through the city first. cilmen Collard and Draper were able to take part in the discus- sion. Both councilmen were absent. The discussion was whether or not is was fair to citizens to have a member from the Planning and Zoning Commission, also sit on the Board of Adjustments, as now required by the ordinances. Rasmussen argued for no changes while Naylor expressed his belief that bias from the previous board could be transmitted to the ap- -. peals.
