R. Truitt MORON- I- An update on the Citys well project was presented at the Jan. 24 council meeting. According to Sunrise Engineering representatives, Val Kofoed and Joe Santos the well pump motor has been received and die contractor has to finish the electrical equipment, set the motor and paint pipes. Kofoed projected it would take three days to complete the work. Kofed clarified current budgeting, explaining that The Pyramid reported the project over budget when actually it was under budget. Later it was explained that costs exceeded the grant money but were still within the Citys portion of the project budget. They were in doubt as to whether the project would remain within budget, however. Kofed informed the council that they would have to pay another $1,052 to UP&L or a restock charge of $2,000, because of the smaller line due to the size down of the motor. Council members wanted to know about the extra fees when they thought it was all taken care of. Kofed told the council that he had the best interests of Moroni at heart and was trying to move the project along when he ordered the equipment in anticipation of the larger pump. He said that his company would pay the extra fee, but he didnt feel good about doing that. He said that UP&L had originally agreed to run the heavier line without a fee. The council revised the Planning and Zoning Commission from seven members to five members because of difficulty in a maintaining quorum. seven-memb- Wording in Ordinance changed to read that the Mayor would appoint committee members with the approval of the "governing body" meaning the city council. The council reaffirmed Mick Michies appointment. The Employee Handbook is being completed according to Recorder Barbara Gordon. Approval was given for the acceptance of a Work Assignment of Juveniles agreement form from the court. Parents, juveniles, court officials and supervisors must sign the agreement spelling out parents and minors responsibilities and the number of work days, when service is performed in lieu of paying fines. Should a minor fail to do the assigned job because of insubordination or lack of respect, they may be remanded to the Richfield facility. The formula used for calculating the fee, established by Congress in the 1978 Public Range-land- s Act, has Improvement continued under a presidential executive order issued in 1986. An animal unit month is the amount of forage needed to sustain one cow and her calf, one horse, or five sheep or goats for a month. Under the 1986 order, the grazing fee cannot fall below $1.35 per AUM. The annually adjusted fee, which takes effect March 1, is computed by using a 1966 base value of $1.23 per AUM for livestock grazing public lands in Western States. The figure is then adjusted according to three factors: current private grazing land lease rates, beef cattle prices and cost of livestock production. The fee decreased this year because of shifting money from your check- lower beef cattle prices and high production costs. The $1.35 per AUM grazing fee applies to BLM lands and national forest in Arizona, California, Colorado, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, South Dakota, Utah, Washington and Wyoming. The $1.35 fee also applies to national grasslands administered by the Forest Service in California, Idaho and Oregon. For national grasslands administered by the Forest Service in nine states, Colorado, Kansas, Nebraska, New Mexico, North Dakota, Oklahoma, South Dakota, Texas and Wyoming, the fee will be $1.42 per AUM.
