PLEASAN- T- North Sanpete High School Improvement Council (HSIC) Jeff and Sheri Jarman reported to the NS School Board, Feb. 8, on their efforts to organize a community-wid- e survey proposed to "aid in the identification, development and support of important school policies (i.e. dress standards, attendance policies, etc.)." The HSIC met previously with Dr. Steven Hite, Professor of Education at BYU, who gave them input as to the most effective way of gathering and evaluating information. Following Dr. Hites advice, the HSIC will sponsor precinct meetings on Tuesday, Feb. 22 at 7:30 p.m. at the following locations: North Sanpete High School, North Sanpete Middle School, Fairview Elementary School, Spring City Elementary School and Fountain Green Elementary School. Patrons should attend the meeting closest to them and come prepared to express their ideas and concerns about the high school. Each discussion will be led by a School Board member, with an HSIC committee member and a North Sanpete High School student also present. President Kim Studentbody Bangerter said: "We need everyones participation. please attend these meetings. We need your input." The informal precinct meetings will begin the process of deciding the directions taken by the school in the future. Dr. Hite, along with Leslie Keisel, will be evaluating the information gathered and put it into survey form to be presented later this spring. Each power source charges a different rate. Mt. Pleasant is allocated a certain number of kilowatt hours from each source. If the allocation from any one source is exceeded, extra power must come from another source. If enough power is used so as to exhaust these sources, it comes down to using power from the pool, which is the most expensive. The hydro units were designed to shave off "peaks" where power draws become excessive enough to have to begin drawing on other sources, including the pool. PLEASAN- T- During last weeks meeting, the city council approved Sunrise Engineerings recommendation to add a sophisticated $54,527 computer system to the SCADA monitoring system to automate operation of Hydro Unit 4. The system will be paid for from the $180,000 hydro project contingency fimd, and will include a $4,000 lap top computer with colored monitor. City Manager William Way recommended programming the main computer to eliminate the lap top. ;If not spent, the $180,000 ' would be returned to the lending agency and applied to the tail end of the loan. Businesses were to be identified and statements sent notifying them of the amounts due. Councilman John Thomas commented that the deadline to obtain a 1994 business license was Jan. 31 and that a notice was included on last months power bills. To date, only three businesses have applied and he felt that if the city isnt going to enforce its ordinances, theres no need to have them. Mayor Robert Allred reported that a pay phone had been in stalled in the city building, mainly for people using the gym. The city is obligated for a year and will receive a percentage of the money collected which, they hope, will pay for the phone. The city yard property owner will be invited to the March 3 meeting to discuss a fair price and terms so the city can obtain title. Mayor Allred said that in discussing the matter with the property owner, he indicated that the city never complied with all terms of the agreement for the property on which the water tank now sits. The Mayor asked councilmen who serve on various committees to make sure all meetings are posted so people know whats going on and have the opportunity to be heard. Other committee heads will also be asked to com- ply. A letter of approval was received to use remaining sewer and water project funds to cap the new water tank and install a water line and hydrants down 200 West, and to purchase sewer system equipment and extend service as far as the money will go. Specifications will be drawn up and sent out for bids and a change order issued.
