Show The Pyramid Page Ten November 3, 1983 Economic problems dominate candidate discussion question on the city budget raised to the candidates by the Utah Association of Women (UAW) spokesman, Shirley Slack, council hopefuls expressed support of the position. We need a city manager. Thats a lot of money for five part-tim- e councilmen and a mayor to handle, replied Steve Rosenlund. Frayne Christensen added, Its important to have someone who knows what he's doing, and Bill Warren pointed out that the amount he (city administrator) brings in more than pays for his salary. The meeting was sponsored by the UAW and about 50 citizens attended. Should seek grants? All candidates expressed some reservation to increasing city indebtedness and only one, Rosenlund answered yes to the question, Do you think Mt. Pleasant City should continue to seek matching government grants for civic projects like a proposed new fire station or swimming pool? Others either were uncertain, or felt that no civic projects should be entered into if the city had to come up with any funds. Coleen Poulsen was in favor of matching grants only if the citys match requirement was to provide manpower. Two candidates, Jim Kennedy and PLEASANT Concern for the passible loss of the Colorado River Storage Project Power and economic problems facing the city dominated candidate discussion at the Meet Your Candidate Night ! he,'-Thursday night. However, candidates were forced to publicly express their opinions on the city manager issue which has been a controversial topic of discussion for the past two years. Commonly known as the post office issue where candidates politics have had plenty to say on the Side but not in public, two office seekers said they were opposed to the city manager form of government while most other candidates favored the post. However, one candidate said he believed the matter should be brought before the public for a vote, Two opposed Opposed were Lyle Klotz and Glen Hardwick, who along with other candidates were asked to give a simple, yes or no answer to the question Do you believe in the administrator form of mayor-citgovernment? Candidates in favor of the position were Colleen Poulson, Stevfen Rosenlund, Frayne Christensen, Bill Warren and Lois Stulce. Jim Kennedy said he was not sure and Matthew Berlin"1 expressed support .of all forms of democratic rule. Paul Christensen did not attend the meeting nor did Chuck Colebrook who has withdrawn his candidacy. A companion question raised to the candidates, Do you believe the city manager position should be e eliminated in favor of a paid mayor with a comparable salary?" garnered seven nos. Lyle Klotz approved of the idea; Glen Hardwick agreed it would be beneficial but only if the mayor were qualified as is the mayor of Layton; and Matthew Berlin thought the issue would best bq decided by the citizens on a ballott. Concerning the same issue in a MT. y Matthew Berlin were and creating jobs and a working environment for the young people. Following are the questions, asked by the UAW and some of the responses: Question 1, Mt. Pleasant City presently has an annual budget of over $1,800,000 a year and operates 17 separate businesses. Do you feel an operation such as this should be managed by a trained professional under the direction of the elected soverign body or solely by elected officials who may or may not be qualified. One finds that an effective decision involves weighing all the factors carefully rather than rushing in with all the answers. Matthew Berlin, Im a basic democratic-typ- e person. And, a nice rest home for the elderly, where they could live with the respect and dignity they deserve. Education is the best prevention for crime, alcohol, and drug abuse. We should have more programs here for these problems. We should encourage new business here. The city is too restricted for new new businesses now. After all, free enterprise is what America was built on. A lot needs to be done here sidewalks, streets resurfaced, airbut these things can wait until and and more, port dump upgraded, the economy is up. We should not spend more money than our income permits. So, we should have curtailment of increased city indebtedness and credit spending. We need some Industry here, which would mean jobs for our youth and the common working class of people. I know the economy is down, but other places get industry. I keep wondering why we dont? It bothers me to see so many homes up for sale and people moving away. I know a few people, mostly young with families, that work hard and can hardly survive, who have lost their new homes. They would be proud to have a mobile home, either double or single. Coleen Poulsen, We built up for a lot of people to come in with the energy impact, ... we maybe built up more than we needed, I dont know that I would have done any different if I had been on the council. Frayne Christensen, The power to us is important. Bill Warren, We should cut to the minimum and budget our indebtedness out of the way. Roads are a disaster Question 4, Our roads are a disaster. To rebuild them could cost as much as $5 million and we only receive between $25,000 and $30,000 a year from the state to maintain our roads. How would you propose that we get good roads for our city. LyleKlotz. Im not able to answer that question. I would need to investigate the equipment we had and the finances first. He noted a $2500 roller purchased by the city for use on the streets hadnt been used, and chastised the city for not using its resources. Coleen Poulsen, I dont know. I hope we could find some kind of Armour Meat & Beef FRANKS Nielson service, remarked. The people in . Mt. Pleasant and in Sanpete County are much better equipped to determine their own rates.
