Most cities in Sanpete County have small tax bases, dont collect as much in sales tax as they should and yet are expected to provide many of the same services as can be found in much larger communities. Juvenile court responsibilities to be explained The Juvenile Court EPHRAIM system will be the topic of the next meeting of the Sanpete County Interagency Council on Nov. 7. Steve Higgins, probation officer, will present information to the group about the history, responsibilities, and functioning of the juvenile court. Agencies from the Sanpete County area meet on a monthly basis at the conference room of the Vocational Education Career Center (Entwistle Building) at the Snow College Campus, 250 West College Avenue. Anyone from the community who wishes to participate in a meeting is welcome to attend. The purpose of the monthly meeting is to coordinate services, increase knowledge about each and participate in joint training programs. She pointed out that the people who were on the commission when it was approved worked hard to implement what they felt was a good ordinance for the city, but says she believes most people in the community do not realize how restrictive it is. She says she would also like to see all the water leaks in town fixed as there is a lot of revenue running down the streets with each water leak. She has served on a city recreation committee which kept the old dance hall open for over a year with roller skating for the kids and says she hopes to try to implement some type of recreation in town for all citizens. She notes that the dance hall project had good support but was lost when electronic games came into town. She has served on the North Sanpete School Board, is secretary of the local cattle association, secretary for the Brady Ditch Irrigation Company, is a substitute school bus driver and a volunteer driver for the Fairview Ambulance Association. Referring to the projects background, the commissioner pointed out that when Sanpete County joined the Central Utah Water Conservancy District there was talk of possible trade off where the county might be able to drill wells and pump water. The state hasnt allowed drilling for water for irrigation since during the 1950s he said and futhermore if the county was allowed to drill wells the costs of pumping would be prohibitive. Ground wells questionable He referred to. a report issued by the Utah Division of Water Resources-U- S Geological Survey 1982 which states that small quantities of ground water can be obtained from wells throughout much of Utah. However, large supplies that are suitable for irrigation, public supply or industrial use generally can be obtained only in specific areas, he pointed out. Relatively few wells outside of these areas hold large supplies of water for the uses listed, he explained, and the one small area in the southwestern part of Sanpete County on the Sevier River would qualify which would only benefit a very small area in the county. Sprinkler systems benefit that in the late 1960s and early 1970s a few enterprising farmers began to install sprinkler irrigation systems on their individual farms.
