The contest has become an annual affair and is eagerly looked forward to by the children. Christmas chain winners MORON- I- Mrs. Ellen Birds Kindergarten classes at Moroni Elementary School look forward to Christmas and the annual Christmas chain contest. The children measure, snip, and glue as they add one chain after another and watch their red and greed chains grow. The day finally comes when the chains are measured and judged. Soon the children will take their chains home to hang on their Christmas trees. She has three brothers: Kevin, Kory, and Aaron; grandparents, John and Mary Aagard, Ftn. Green; Arlin and Nellie Stephensen, Nephi; and Suzanne Fox of Helper. She will be named Hailey Ann. Mr. and Mrs. Ivan (Oleta) Bailey announce the birth of their 13th grandchild, a boy born Nov. 17, 1982 to Dr. and Mrs. James (Paula) Bailey of Price. James and Paula now have three sons and two daughters: Greg, Alison, Ryon, Jill, and the new one will be named Mark Langley. Other grandparents are Roy and Fern Hanson of Spanish Fork. Holiday dinner guests of Linda Clotheir were her parents, her children, brother and sisters: D0E 3BE A new development in MANTI the Manti sewer question is in the form of a letter from the Utah State Department of Health to Manti City Council dated Nov. 29. The letter approved the design plan for the sewer but points up special conditions that need to be followed. According to the letter, the designs call for 80 gallons of waste water per person per day. According to the engineers report, the wintertime water usage in Manti for the past two years has been 66 to 67 gallons per capita. The health departments letter recommended the design flow be 100 gallons for effective use. In order to make the sewer function effectively, at least 70,700 gallons of culinary water is needed daily to flush through the system. Commenting on the water usage, Mayor Bob Bessey said because of the new pressurized irrigation system being installed, the water available to Manti City will be adequate for population of between 4,000 to 5,000. Another matter which has caused concern is a visit to the Community Impact Board of the Dept, of Ecomonic and Community Development by Roy Maynes, Roy Hatch, and Tom Hennretty, citizens of Manti, with a copy of the initiative petition signed by 301 city residents asking for a vote on the issue of the sewer. The impact board is responsible for funding the Manti sewer project with the $95,000 loan already acquired and another $1.6 million loan at 4V2 percent interest, which has been signed by the city council and is being processed in Salt Lake City. Unaware of conflict The board was not previously aware there was conflict between Manti and its citizens over the sewer. They assured these citizens that payment will not be made to Manti City until the matter was resolved to the satisfaction of the board. Manti City Council reported in their Dec. 1 meeting the impact board had been informed that the matter of the petition had been resolved based on recommendations of the city attorney and plans to st proceed without delay the on engineers contracts. In a telephone interview with this reporter Roger Lee of the Community Impact Board confirmed both of the above statements and said, We refuse to get involved in the middle of a conflict between City and its citizens. The board will wait and see what the majority of Manti citizens want. When asked just how a majority could be determined barring the vote City Council has chosen to ignore, Lees answer was, Through public hearings. Manti has held one advertised hearing and received public comments in several council meetings. When asked how long the board was willing to wait before they considered it necessary to reallocate their funds to other cities requesting there is a money, Lee stated, clause in the loan contract allowing up to 90 days from the time it is fully executed for the funds to be received or reallocated." He stressed the importance of staying within the time frame set by the engineers, which allow no room for further delay if the project is to be completed in 1983. No vote needed In his interview, Mayor Bessey related several reasons why he feels the vote should not be taken at this time. First of all, since the money is raised by revenue bonds, the community impact board did not require a vote and indeed recommended that a vote not be taken. The city attorney also indicated that a vote not be taken," he said. I feel personally that the city councilmen and mayor were elected to be a representative body to act for the citizens of Manti and fully represent a cross section of the community. We all feel strongly that Manti needs a sewer system to maintain a decent life style, the mayor commented. He said 70 percent of the homes in Mt.
