Show Utah Press Association i67 E. 300 So SLC, UT 8111 Emergency 3 Call: 462-232- VotaM Eighty-Seva- n Voters decide power bonds Tuesday EPHRAIM- - Voters will trek to the polls Tuesday to approve or reject $480,000 in general obligation electrical power bonds to construct and improve the city's utility system. The polls will be open from 7 a.m. until 8 p.m. at the city auditorium. Voters from all voting districts will cast ballots at the auditorium. The council gave citizens a short notice of a public hearing on the proposed bond election. The meeting was held last night in the city auditorium. The meeting was the second attempt of the city to provide mass information to the citizens. The first effort made was a flyer prepared by the bonding company that went with the monthly statements. Should citizens give their approval, the city will acquire and construct a new transformer substation and upgrade, improve and expand the existing electrical power utility system. The bonds are to be repaid in twenty years. Officials have said rates would not be increased at this time to pay for the bond. In July the council approved a 13 percent increase which will show up on September power bills. The council approved increasing the rate from .6 cents per kilowatt hour to .65 cents for the first 50 KWH. The minimum charge has also been raised and will increase Mayor resigns; D. Roberts fills vacancy WALES- - In a surprise meeting held in the town hall Wednesday night, Mayor Robert Jackman announced his resignation and townspeople elected Dennis Roberts to fill the post. Jackman, who was in his second year as mayor, said he resigned for special reasons. Before naming the new mayor, the town board sought the opinions of the people attending. The board also sought opinions on the towns water problems. Roberts, a garage door salesman, moved with his wife and family to Wales last September. A native of Salt Lake City, he attended Snow College and filled an LDS Mission. Following his marriage to the former Anita Davis, he also lived in Wales and then left to serve in the army. The family also lived in Riverton where he was involved in garage door sales. He has been active in the LDS Church and is currently serving as a counselor in the Wales LDS Ward Bishopric. The Roberts are parents of four children, Annalynn, Alissa, Wendell and Michael. from $2.25 per month to $2.75. The bulk of the city's power is chased through the Bureau pur- of Reclamation. The city also derives some of its power from its own hydroelectric plant. Amounts used above the Bureau of Reclamation allotment and the amount the city produces through its own system is purchased from Utah Power and Light Company. Officials say power purchased through UP&L is 360 percent more expensive than that purchased through the Bureau of Reclamation. Needed to meet demands City officials say the new power system is needed to keep up with the rising demand for power which is increasing at an annual rate of about 13 percent. In a statement to the press Monday, Mayor Halbert Jensen said upgrading at this time was urgent to eliminate possible brownouts or blackouts when the demand increased this winter. Cleon Skousen, will speak here Sunday evening, at 7:30 p.m. in the Moroni LDS Stake Center. The public is invited. A native of Alberta, Canada, Skousen gained prominence with the Federal Bureau of Investigation and as Chief of Police in Salt Lake City. Skousen graduated with a doctorate of law from George Washington University and practiced law in the District of Columbia. From 1935 to 1951 he was employed by the FBI. He then became a member of the Brigham Young University faculty. Skousen was given a leave of absence in ,1956 to head Salt Lake Citys police department. Chosen to reign with her were LeAnn Mortensen, daughter of Mr. and Mrs. LeLand Mortensen, first attendant, Manti and Claudean Mower, daughter of Mr. and Mrs. Ted Mower, second attendant, Fairview. Julie Crandall, daughter of Mr. and Mrs. Kent Crandall, Gunnison was named Miss Congeniality. A Brigham Young University student in music and communications, Miss Barton will represent Sanpete County at the Utah State Fair Pageant in September and in the Miss Utah contest in June. Miss Barton is presently performing with the Pioneer players at the Rodeway Inn in Provo. She participated with the vocal jazz group at BYU. She entered the contest as Miss Manti and is a former Miss Fourth of July. She was chosen runner uo to Mi United States Teenage in 1978 and third runner up in the Miss National Teenager in 1979. She is an honor graduate of Manti High School where she was active in music and drama. Miss Mortensen is a 1978 graduate of Manti High School where she in drill team and FFA. She attended the national convention in Kansas City and a national FFA soil judging contest held in Oklahoma City, She was named to the National Honor Society and was chosen Top Templar. PLEASANT- - A committee made up of the city council and citizens of the city met August 15 to decide criteria for qualifying for financial aid in hooking the citys new sewer system to persons' homes. The committee chose to use the san guidelines in determining deserving persons as the Emergency Housing State Agency uses. The three considerations will be the persons income limit asset limit and if the person living in the home is the owner of the home. The committee members are the city council, with Lamar Olsen as chairman, and citizens Peter Hafen, Doug Cook, Ray Beck, Paul Olmstead, and Bonnie Simons. Applications and information will be mailed to each box holder in the city, explaining guidelines and how to fill out applications. Applications will' be accepted by the Sewer Assistance Committee.
