TRIBUNE after achieving otie A day goal Kendra Her lin has set another vetOn Monday the eran law officer became the first woman in the Salt Lake County Sheriff's Office to earn a sergeant's badge But she's not satisfied with thet accomplishment She would like to make lieutenant "I'm excited about being the first female field sergeant but that was my goal when I was hired on" she said "I guess my next goal is to be the first fe13-ye- male lieutenant" When she joined the sheriff's office more than 13 years ago that goal didn't look very promising The fact it took the office until 1991 to promote a female deputy to the rank of field sergeant hasn't been lost on Sheriff Aaron Kennard Mr Kennard who took over the reins of the department from Sheriff Pete Hayward last January says he is working to correct the gender inequalities that exist on the county force He says the promotion of Ms Her lin is a step in that direction hard to break from tradition and the Utah Legislature is no exception During a hearing Tuesday on ways to improve the legislative process some lawmakers balked at proposals to change the way their secretive Rules Committee operates Rules' members who are accountable only to themselves meet behind closed doors acting as a clearinghouse for bills that either die in committee or are sent out for public consideration The and long overdue "We have two excellent female correctional officers who hold the rank of sergeant but it's long past the time a female officer was promoted to a field supervisory position in this of- fice" Heflin a graduate of Kearns High School and the University of Utah will return to the area where she grew up and worked for eight years in the patrol division She is one of 150 deputies who tested for the sergeant's promotion "My mom always wanted me to be a school teacher but from the first time I served with the safety patrol in grade school I knew I belonged in law enforcement" she chuckled For the past five years Ms Her lin served with the major narcotics enforcement division and was lauded by supervisors for her work Other deputies promoted to rank of sergeant: L Jeff Carr veteran currently an working Interstate 80 about 35 miles east of Salt Lake City Greyhound officials said none of the 43 bus passengers or the driver were hurt in the 6 am crash Kula said the bus was traveling east from San Control Continued from The men were placed in the unit based on their "past unpredictable behavior" Mr Carver said "If they physically assaulted staff or threw something — which is most commonly feces or urine — we wanted them in one section where we could manage them" The men are normally handcuffed with their hands behind their backs Individuals who "jumped their cuffs" or managed to move their hands to the front by stepping through their cuffed arms are now leashed Mr Carver said The leash is hooked to the inmates handcuffs and held by prison guards when the men are moved from their cells to recreation areas It is removed once they reach the recreation room Prison officials will telephone court offices for inmates to obtain hearing dates Mr Carver said But if an inmate wishes to speak bottles also were removed because inmates shake up the liquid and squirt it on officers The men do have soap deodorant and a brush and comb in the cells Shower bags containing shampoo fingernail clippers and a razor are available when the men are released to shower Each inmate is told why he was placed in the unit and what he must do to leave Mr Carver said They are automatically reviewed
