Laurelwood, Kaysville, received practical work in military leadership at the U.S. Army ROTC - Wash. advanced camp. Fort Lewis, Mayor Golden Sill stated simply, As of luesday, Aug. 13, Layton Citys contract with Cam Caldwell was terminated. City Attorney Bruce Barton will serve as acting city manager until November 1st. At that time a decision will be made about his future in the position and about the role of a city manager in Layton s government." Laytons Mayor Golden C. Sill explained the happenings of the past week. PROBLEMS with Mr. Caldwells performance as city manager surfaced about a month ago when a special city council meeting was called to discuss the city managers contract. It was a closed door meeting because the matter being discussed concerned personnel. This was the first of three closed door meetings held by the council to discuss personnel. The final one was held Tuesday evening. At that time, Mr. Caldwells contract was terminated and City Attorney Bruce Barton was appointed temporary city manager by Mayor Sill with the concurrance of the city council. The appointment of Mr. Caldwell was made last February after a series of uphcaveals in city government that ended in the resignations of Mayor Lewis G. Shields and city recorder and administrator Randall Heaps. Advertising for a city manager was circulated throughout the United States through professional journals and other publications. MR. CALDWELL who brought many impressive credentials to the position was chosen over a field of about 50 candidates. He holds several degrees including a Masters of Public Administration. His last job before coming to Layton was City Manager in Bay View, Mich. contract Mr. According to the terms of the three-yea- r Caldwell signed with Layton City, he could be terminated "with or without cause. In the event that this should happen, the contract stated Mr. Caldwell would receive six months severance pay. Mayor Sill indicated Thursday evening that Mr. Caldwell had been -- SUCCESSFUL completion of the advanced camp and graduation from college results in a commission as a second lieutenant in either the U.S. Army, Army Reserve or National Guard for the cadet. Graduates Its I WHILE THE council members and the mayor were reluctant to discuss particulars about the termination of Mr. Caldwell, they did say that there were serious communication problems between the city council and Mr. Caldwell and between the city staff and Mr. Caldwell. The elected officials spoke highly of Mr. Caldwells intellectual approach to city government and his progressive ideas. "I like the man, one council member commented. He just didnt belong in Layton. Another council member commented, "We have never questioned his ability. His style just didn't fit Laytons situation. BRUCE BARTON, a native of Preston, Ida. , has been the Layton City Attorney since 1975 when he graduated from BYU Law School. He has a master's degree in public administration. Mayor Sill said no definite committment has been made. Mr. Barton will hold the position until Nov. 1. This will give everyone time to see how things are d situation. Bruce needs time working. GRADUATES of the course earned credits toward an associate degree through the Community College of the Air Force. The airman was an honor graduate of the course.
