The 17-month commemoration is being boycotted by European Union and Palestinian leaders. The National Voter Registration Act allows citizens getting a driver license to register to vote at the sametime. “There's never been a massive registration like this in such @ brief period in all of the country's political history,” said Lloyd Leonard, anelection specialist for the nonpartisan League of Women Voters. If the registration surge continues, political experts estimate that by the turn of the century, fourout of five adults will be registered to vote, compared with three of five now, the Times reported Sunday.
