The act, which was signed into law Oct. 17, 1980, regulates the treatment of garbage fed to swine. States have primary responsibility for enforcing regulations that require food waste fed to swine be heat treated to kill disease-causinagents. We are concerned about foreign and domestic diseases such as African swine fever, hog cholera, disease, trichinosis and pseudorabies, which can be spread to healthy swine if they eat raw or inadequately cooked meat scraps containing disease agents, said Harry C. Mussman, administrator of USDA's Animal and Plant Health Inspection Service. At its July meeting, the advisory committee reviewed proposed regulations and made a number of recommendations, including one supporting the goal of eliminating trichinosis as a problem in commercial pork. The advisory committee also approved criteria for determining how well states-bo- th those that do and do g not permit feeding treated waste to swine-a- re carrying out the intent of the act. Sixteen states prohibit the practice. The criteria require states to have: 1. Laws and regulations requiring treatment of food waste at licensed cooking facilities and physical separation of swine from untreated garbage; 2. Unannounced inspections of licensed facilities with at least six inspections annually in coastal and Mexican border states and four inspections in other states; 3. Searches for unlicensed garbage feeders; 4. Adequate enforcement related and procedures activities; and 5. The act defines garbage as all waste material derived from or associated with the meat of any animal, including fish and poultry, resulting from the handling and preparation of food.
