President Cannon numbers Citizen Alert, a Nevada statewide citizens organization, strongly objects to the Air Forces schedule and format for public hearings on the Draft Environmental Impact Siatement. As structured, the hearings are designed to intimidate, stifle, and discourage citizens from speaking out in public on the Environmental Impact Statement. Specifically: The Air Force will hold hearings in fewer locations than it did for the scoping hearings. The time limits of 5 minutes for groups and 3 minules for individuals are too short, considering that the public is commenting on a 1800 page document that took a year to prepare. At each meeting only 30 - 40 people will be allowed to comment publicly because of the two hour time limit. Every citizen who wishes to speak should be heard.
