Letter to the editor Dear Bill: 'After spending a couple of days investigating the water situation in Fillmore, we feel the need of some answers to several questions. Why is there such a hurry to get everyone to sign our water deeds over to the city? When will stock certificates be issued and what determines how much stock is issued per share or hour of water? If the system becomes a reality how much will it cost for a pumping station to get the water from the creek-beto a settling pond? Who will share the cost? There are 510 share holders in Fillmore, many elderly or widows on fixed incomes. How can thev raise approximately $1,000 years, or per year tor for water? of loan, length Day time sprinkling sounds good but at $100 a month the rest of our lives? Has Fillmore any money to defray cost of the system: Wc pay for our water each year but to our knowledge no work has been done on our ditches the past three years. Where is this money going if not into a fund for the water system like Kanosh did? The citizens didnt have to dig up a down payment as their funds grew over the six years they were planning the system. ' If a'watcr board is created, will the members be appointed by the citv fathers or do the share holders have an opportunity to elect the ones who control our water? According to our understanding of the as they are there is written, presently nothing in them to prevent the board from selling more shares or issuing more stock certificatcs to those without watcr. Kanosh has a stated 'amount of shares and can sell no more slock. It seems a revision of Fillmores bylaws are in order to pro- - - by-law- i d 12-1- n .1 r by-law- In 11. .1 s firming ' mediately some definite cost. We must know the project is feasible and what it will cost. Points are well taken that we have many people on fixed incomes and other similar ' problems. The City will no longer be responsible for the water. Revision of s may be' at the first annual proposed meeting of the new company in March. At that time, new directors (or the same old ones) may be elected as the stockholders of record may decide. those who have not yet transferred their water holdings will not be eligible to vote which is only one reason for the haste. LETTER TO EDITOR Best Wishes to the Wilsons and the Staff at the PRO- 5 . GRESS: 1 would be at loss without my adopted home town newspaper. It usually arrives on Monday. Everyone there is to be commended on the pro- gress of that Great Little City. It is so interesting to keep up on all of the changes there. I'm so thankful the hospital is still going. Enclosed is a check for mv subscription. Best Wishes. Sincerely Yours. Helen Wagner tcct those who own water, to insure they will still get enough to sprinkle with. We have the sprinkling system in Bountiful and like it but feel we should all take a good look at the situation and get some concrete answers before signing away our water rights. If you could print any answers about the water system for those of us living away from home it would be greatly appreciated. Thank you. Jim and Bonnie Russell set up housekeeping. There has been no welfare financial assistance, rent payments or food stamps ofered to these people from any source. At the time these people entered the United States it was recognized by the government that many had exceptional medical and dental needs. Since adequate facilities, were not available in the placement camps, the Government has provided a medical assistance program for those with exceptional needs. This plar. evaluates the families abi ity to pay for their own care and establishes a monthly deductable amount which they must pay before government medical aid is given. The income of many of these families is such that they must pay up to $260 of the initial medical care each month before government aid is given. These payments are made directly to the government and a medical card is issued. Mountain Mushrooms is presently attempting to have each families exceptional medical and dental needs cared for in a single month period so as to minimize the financial burden on that family. In some cases over a thousand dollars worth of care, (medical, dental, optical. etc.) has been provided for a family in a single month. We realize the demand this program places on our local medical and dental facilities. but this work must be done to assure the health of these people. If Dr. Wilkins feels that this medical assistance program is welfare. he should take it up with the Federal Government. Because the refugees have been provided a medical assistance program by the government, they have been excluded from the Mountain Mushrooms Company Group Insurance program by the I hey Insurance Company. will become eligible for Com- pany Group Insurance when the government program is withdrawn or when they elect to withdraw from the Government program. Presently all families are better off with the government program than with Company Group Insurance. am not sure where Dr. Wilkins gets his information but he is guilty of documenting as fact unfounded information. The LDS Church has in no way offered financial aid to any Southeast Asian in Fillmore. As a matter of fact the LDS Church has offered no welfare of any kind to Fillmore Southeast Asians. Members of the Church and Community are guilty of extending a hand of friendship to these families. Even Dr. Wilkins is guilty of this. Many families in Fillmore have given freely of their time and resources to aid refugee people are thankful. This friendshipping activity is not sponsored by the Church. To date, one Cambodian has joined the Church. If you would like to know why, he has done this you can ask him. His name is Sorn Lorn., The average monthly salary paid in Millard County in 1973 was $443 as documented by the Six County Economics Development Organization. I. am sure this was somewhat, greater in 1975, but with unemployment at an all time high, I am sure, it did not rise greatly. I have heard the rumor about the Cambodian who was taken to the hospital in a of collapse du 'o malnutrition. So destitute that he could not even buy food. What you dont know is that the week before this man was taken to the hospital he deposited $1,400 in uncashed payroll checks into the bank. By the way, the cause of this mans problem was discovered later and it was not due to the lack of food. I am truly sorry that Dr. Wilkins has chosen to use such an irresponsible and destructful approach to airing his personal feelings by publishing such damaging gossip and rumors as statements of fact.
