The pan-Arab satellite channel Al-Jazeera broadcast excerpts from a 10-minute tape it said was recorded by Aymanal- Zawahri, the No. 2 al-Qaida figure. The channel's editors said they received the tape earlier Friday in the mail. The speaker on the tape, whose voice resembled alZawahri’s, mentioned a visit to Iraq by U.S. Deputy DefenseSecretary Paul Wolfowitz — which took place in late October. Al-Jazeera’s newscaster quotedthe tape as saying: “Those renegades who offered the Americans military bases and support to kill Muslims should prepare for the day ofsettling scores because the Americans are readytoflee.” Montasser el-Zayat, an Egyptian lawyer who knows alZawahri, heard thetape andsaid it was undoubtedlyhis voice. El-Zayat spent three years in an Egyptian prison with alZawahri in the early 1980s on charges related to President Anwar Sadat’s 1981 assassination. Intercepted hashishboatlinked to al-Qaida By MattKELLEY The Associated Press WASHINGTON The Navyhasseized a boat carrying nearly two tons of hashish in the Persian Gulf, U.S.officials said Friday, in what could be someof thefirst hard evidence of al-Qaida links to drug smuggling. The guided missile destroyer USS Decatur intercepted the 40-foot boat on Monday. On board were a dozen men, three of them believed to have al-Qaida connections, and 3,780 pounds of hashish, the Navy said Friday. “This is the first empirical evidenceI've seen that conclusively links al-Qaida with the drug trade,” said Bruce Hoffman, ater- rorism expert at RAND,a think tank that often does workfor the Pentagon. The Decatur seized the boat near the Straits of Hormuz, a narrowpart of the Persian Gulf whereit opens into the Arabian Sea. The area is a known smuggling routefor al-Qaida, the Navysaid. The drugs are worth between$8 million and$10 million, the Navy said. Military officials wouldn't say Friday whytheybelieved the boat, its cargo and someof its crew were linked to Osamabin Laden's terrorist network. The boat remained underthe Decatur’s control. It had not been determined whatto do with the men on board, the Navysaid. Terrorism experts and government officials have long said they believe that alQaida makes moneythrough thedrug trade. A United Nations panel reported last month, for example, that al-Qaida had financed some of its operations through drugtrafficking. Before the Sept. 11, 2001, attacks, bin Laden had been sheltered in Afghanistan by the Taliban, which had clear links to the heroin trade through Afghanistan’s huge opiumpoppycrops. Smaller groups linked to al-Qaida, such as Ansaral-Islam in [raq and Abu Sayyaf in the Philippines, have also been accused of involvement in the drug trade But Hoffman said Monday’s seizure was thefirst indication that al-Qaida was smuggling hashish, a drug madefromtheresinof marijuanaplants that has a long history in the Middle East.
