Show A3 Clinton Signs Bill to Spend $101 Million on New Mexico Ranch THE ASSOCIATED PRESS WASHINGTON — President Clinton on Tuesday signed a bill to pay $101 million for a sprawling New Mexico ranchhecalled “an ex- traordinary national treasure.” Clinton’s signature gavefinal approval to the federal purchase of the Baca Ranch, a 95,000acre swath of forested mountains and grassy valleys that includes the collapsed crater of an ancient volcano. Supporters of the purchase, including New Mexico’s entire congressional Critics say the federal governmentis paying far too much for the ranch northwest of Santa Fe, which thelate Texas oil tycoon James Dunigan boughtfor $2.1 million in 1962. Rep. John Duncan Jr., R-Tenn., called the purchase “a colossal rip-off of the taxpayers” in a House debate earlier this month. A New Mexico environmental groupis also skeptical of the purchase. Forest Guardians founder Sam Hitt called the buy a mixed blessing. “Of course it’s good to have the Bacain public delegation, say the ranch is a pristine natural jewel that deserves to be preserved for all ownership but that doesn’t mean thatefforts to Americans. ended,”Hitt said. “This property is unique,” said Sen. Jeff Bingaman,D-N.M. “It deservesto be treated ina special way,set aside for future generations and made-available te the public.” Clintonsigned thelegislation at Camp David, protect the unique and precious values have The group would havepreferred the ranch be classified as a national park. New uses for the park may include hunting andcattle grazing and that-would be extremely destructive, Hitt said. the Marylandretreat where Middle East peace talks ended Tuesday. The Senate hadpassed the bill in April, with the House approving it 377-45 on July 12. Supporters say the ranch is worth the money and add that it will be managed by a unique trust, unlike other federal land in New Mexico. A nine-memberboard oftrustees — atleastfive of them New Mexicans — will manage the property as a working ranch while allowing public access for hunting, fishing, hiking and otherrecreation. Those trustees will be named within 90 days. “Nowthechallenge is for the trustees to run it right . .. and in the public interest,” said Sen. Pete Domenici, R-N.M. The ranch includes the Valles Caldera, a 1million-year-old collapsed volcano 14 miles across. It’s also hometo one of the largest elk herds in the country, as well as fishing streams, hot springs, forested mountains and broad, grassy valleys. The Baca Ranchis almost completely surrounded byfederal land, including the Santa Fe National Forest and Bandelier National Monument. Thelaw also allows the Santa Clara Pueblo Indians to buypart of the ranch adjacentto the tribe’s reservation including the headwatersof Santa Clara Creek. Thetribe uses the creek for drinking and irrigation water as well as for cultural purposes.
