Show A4 ¢ The Salt Lake Tribune NATION Wednesday, June 14, 2000 White House Puts Elder Statesmen on Trail of Missing Nuclear-Weapons Secrets THE ASSOCIATEDPRESS WASHINGTON — Two elder statesmen, respected across party lines, were named Tuesdayto investigate the loss of top-secret nuclear weapons material at the Los Alamos National Laboratory. At the sametime, six Jab managers, including the head of its weapons program, were placed on paid leave. The Clinton administration, trying to contain the political fallout from the disclosure that two computer drives containing nuclear secrets vanished from a vault at the weapons lab, announced thatformer Sen- ate Majority Leader Howard Baker and former Rep. Lee Hamilton would conduct a separate investigation and make recommendations to PresidentClinton. Retired Air Force Gen. Eugene Habiger, the Energy Department's top security official, said the FBI is conducting a criminal investigation of the matter. Departmentofficials have said polygraph exams would be given within days to employees who hadaccess to the vault-where the computer drives were stored. Twenty-six people had unescorted access to the vault, officials said. Meanwhile, six managers at the New Mexico lab were placed on administrative leave with pay, pending the outcomeof various investigations of the incident. Neither lab nor Energy Department officials would identify the individuals.It was learned by The Associated Press that among those puton leave was Stephen Younger, headof the nuclear weapons programs. “The individuals were placed on leave with pay to ensure the independence and complete appearance of independence ofa University ofCalifornia review that will look at managementperformance andpractices in connectionwith the security incident,” lab spokesman John Gustafson said. “I will not tolerate security lapses and I’m outraged at what happened,” said Energy Secretary Bill Richardson, whodid notlearn ofthe missing files for about amonth. Hesaid he doubts that espionage ortheft was, involved and said the two computer drives probably were “misplaced” during the turmoil surroundi: wildfires that threatened the lab last month. White House spokesman Joe Lockhart said that Clinton looked forward to getting recommendations from Baker and Hamilton. Baker, after a long Senate career, was White House chief ofstaffunder President Reagan. Hamilton, an Indiana Democrat, is a respected voice on security issues and former chairman of the House International Relations Committee. The disappearance of the top-secret computer drives, containing information about how to dismantle both U.S. and Russian nuclear devices, has prompted sharp criticism in Congress. Already a string ofhearings are sci lied this week in both the Senate and House to question lab and Energy Departmentofficials about the embarrassing security lapse, whichcould blow into majorpolitical problem for the. administration and for Richardson. Richardson, whospent mostoflast year defusing a security flap involving fired Los Alamos scientist Wen Ho Lee, came under sharp criticism Tuesdayfor the latest incident, although he apparently didn’t know aboutit until a few days ago.
