The Plan, immediately attacked by Conservative politicians who Predicted it could lead to the break- up of the United Kingdom, wouldgive Scotland its own “devolved”parliamentwith limited taxing powers, but far greater responsibilities for makinglocal government decisions now almost entirely con- trolled through the British Parliament at Westminster in London,andits Scottish Office. The Scots themselves will decide in a referendum if the changewill take place. The date of the vote, Sept. 11, should stir a flutter ofnationalistic pride in many a Scottish heart.
