The pope appeared to be building on his first encyclical, issued in March 1979 and titled RedemptorHominis or Redeemer of Man. He said the feeling of being under threat is increasing in die world connected with the prospect of a conflict that in view of today's atomic stockpiles could mean the partial of humanity. But modern society, he said, also has the technical means for the peaceful subjugation of entire societies or nations that for one reason or another might prove inconvenient for those who possess the necessary means and are ready to use them without scruple. Turkey, the only Islamic nation aside from Egypt to retain diplomatic relations with Israel, has come under increased pressures to sever the ties. While successive governments in Ankara have firmly resisted these pressures, there has been a gradual cooling of relations since the 1967 Arab-Israe- li war.
