Burial: Fielding Cemetery. Salt Lake City Council members Tuesday night failed to override a veto. The veto, imposed last week by Mayor Ted L. Wilson, was of an ordinance which would have limited the spread of parking lots in residential areas. Mayor Wilson said the ordinance was inflexible and would have hampered development in the city. The ordinance was originally passed on a 3 vote s of the council. An override requires a majority of the council, or five votes. The vote on the over-rid- e was the same as on the original measure with only four persons voting in favor of it. Once the override failed, council member Sydney Fonnesbeck suggested the ordinance be referred back to the councils land use committee to see if a compromise can be reached. In its regular meeting at district offices, 9163-4t- h East, the board approved additions to procedures governing student disciplinary action. Most of the additions are simply more detailed guidelines on which school officials are responsible for taking such actions as reviewing policies and codes of conduct of the school attended by the student in question. Special to The Tribune UNION Two sets of petitions were circulated at a mass meeting Tuesday night attended by more than 200 residents during which speakers listed disadvantages of annexing a large area of this community into Murray. The petitions were in opposition to the annexation and fdr those who had signed the petition to have their names stricken from the annexation request. Speakers at the meeting chaired by Mrs. Maxine Groomer, 112 E. 7060 South, were Capt. Ray Taylor, Salt Lake County Sheriffs Office; George Phelps, a former officer of the Union-Jorda- n Irrigation Co.; James Peacock, a resident of the area who reviewed the school question, and Allan Moll, a deputy county attorney. Differences in Cost Capt. Taylor pointed ont the differences in cost of law enforcement between Salt Lake County and several cities. If you want a higher police service, be prepared to pay for it, Capt. Taylor cautioned. He said the sheriffs office is serving as primary police service for 305,000 residents in the unincorporated area, including 268,000 east of 9th East, as indicated in a University of Utah survey. He said the cost in 1979 for sheriffs service in the county was $39.26 and Murrays was $68. He admitted that Murray had more officers per population than the county. However, the county figure includes operation of bailif service for the county jail and the county-wid-e which the cities are not charged, Capt. Taylor said. Culinary Water System Mr. Phelps pointed out that the Union-Jorda- n Irrigation Co. sold its culinary system and water rights to Sandy in 1973 for $1.75 million, but the contract assures a future supply to the area including the undeveloped portions in which growth will come. In connection with this Mr. Moll indicated that the Salt Lake County Attorneys Office will probably seek a declaratory judgment against contracts which Sandy is forcing developers to sign that commit the developers and all purchasers of homes to sign petitions in the future that may be passed for annexation into that city.
