day of December said M Callum refused at to register Curtis urtis Henry Buck waiter Buck walter Jacob Broman and S 8 w Andrew all aJ qualified voters ef of said precinct stating that he be would not said McCallum at his office and asked to be registered McCallum said saiU he be would have to wait u litH he called at s 's house On be- be being being be being ing informed that he had been there when was not at home he refused to re register ister him until after December 23 but would not say where That in the early part of Novem Novem- N November November ber last the said McCallum called at atthe atthe atthe the residence of J G B Haynes a qualified voter of the first precinct and showed him that his surname had been scratched off the registration registration tion Lion list Hat and the n name name me of Hains written above it and that McCallum then and there refused to correct the name and also refused to re r register re-register the said Haynes on his offering to take the registration oath anew That on the day of Novem Novem- N November November ber 1889 Joseph Woolsey a qualified qualified qualified fied voter of the First Precinct Salt Lake City found H S Mc Me- McCallum McCallum Callum Valium at the St James Hotel and asked to be registered whereupon McCallum refused saying he was not a bona fide fidd resident and that his wife had Bad ad said he had hau come here hereto hereto hereto to vote On Woolsey denying this and declaring that the house at which the registration officer had caned called was his permanent residence and had been for more than one month McCallum became angry and declared that there were four hundred cD colonizers here and he be would not register a G- G Gd G d- d done d one of them and threatened the bald eaid with the penitentiary I That on on the day of Novem Novem- N November November ber 1889 G H Backman George GeorgeL L Backman and J John oh n E Clark called on E R Clute deputy regis regis- registration registration registration officer for said precinct at athis athis athis his residence when he registered them on application and that on the day of November William Willfam Backman brother of two of the aforesaid citizens applied for fr regis regis- registration registration at the same place and the said E R Clute refused to register him stating he ht would only rEgister mt men n at their homes homps That in the fore part of Novem Novem- N November November ber 1889 the said Clute called ata ata at a store on Main Street in this city and asked Henry P Hovey if be he had bad been registered and where he resided resided resided ed He was told Wall Street in inthe Inthe inthe the Nineteenth Ward was Hovey's residence residence- whereupon wI he presented i i an i i Lion oath filled out with the name q Henry P Hovey wh who r y e n i N signed ed it there and then Clute went away but soon returned tore the oath out of the book and said he would give it to the registrar of the third precinct That on the day of N Novem November ber George Le Lewia Lewin a qualified voter of the second precinct went went went-to to the said Clute and asked to be re- re registered registered re registered who refused him and said he woul would have have to wait till he visited 1 Lewis house as he would not pot reg reg- register ister anybody ody except at their homes lOmes I on That on the day of Novem Novem- November November bt ber r and on on the of November also on the 3rd and days of December 1889 and sundry other days the said Clute spent the time visiting saloons railroad rail road offices cigar cillar storey stores and other places on Main Street and did not go to the houses in his precinct for tor re registration registration tion purposes thus neglecting the duty required of him by law That J R B Morris has repeatedly refused to register legally qualified voters of the Third precinct who though employed every day away from their homes stated their will will- willingness willingness to call on him at any time he would name but he lie would neither register them away from their homes nor state when he would call at their homes Among Amon these are J B R Peterson and W W W Nelson who went to Morris house three e times about the middle of No November ember 1889 Niels J E Anderson during the thelast last last we k kin in November John Gillespie on the day of November November and anum a num- num number ber of voters represented by Archi Archi- Archibald Archibald bald S 8 Geddes on the day of December 1889 The said Geddes having been deputed by hy them to endeavor to arrange with the said Morris as to when or about when he would visit their houses so that they might remain at home but the sail said Morris refused to state when he would meet them or where he would be on that day jay or the follow- follow t That That after calling at the houses of qualified voters of or his precinct when they were not at home be behas has refused to register them on heir calling upon him and request request- ng nil registration to wit E R Udell and D P Callister the first week in December an and the said E ER R Udell again on the of De De- December December cember and that he has told them anti and many other legally qualified voters that he would not register them until on or after December 28 23 That on the day of Novem Novem- N November November ber the said Morris Morri while going his rounds called at some houses and skipped others on the same street and block to wit He passed by the house of Oliver B who is a member of the Peo Peo- People's People's Peopled ples pled party but visited the houses next to it on either sid side that on the day of November r he visited several houses l contiguous to that of John L also a member of the Peoples People's party but did not call at his house that after being in- in informed informed in informed formed by Mrs Whipple that the there i were voters living in the rear part of her residence west Third N North Street who desired to be registered he fai failed ed and neglected to call caU upon them i That on the sixth day of December 1889 the said Morris Morria 4 i r f-r t 1 visited houses at the houses Bouses on either side of it That on the day of November the said J R B Morris refused to reg- reg register reg register ister later F T Greenberg a qualified voter of the Third preci precinct at the home of the voter who had resided tf for six years in that precinct but buti i who had returned from a visit to Sweden in June 1889 on the ground that he had had not resided in the territory six informed by the said Greenburg that he had voted several times in this city and that this was his home where his family had remained during his absence Said Morris re- re refused refused re refused I fused to register him until the time when an office would be open for registration thus exercising ju- ju judicial judicial ju judicial powers and passing upon the settled question of domicile and denying to a legal voter a manifest right ri ht That That R D Winters registration officer for the Fourth precinct Salt Lake City refused to register Walter E Hanks John Helquist and Chas Giles qualified voters of said pre pre- precinct precinct precinct on the ground that his books were closed for the Fourth precinct and that he would register no more morein morein morein in that precinct until he opened an office on December 23 That on the 2nd day of December 1889 between 3 and four o'clock e clock in the afternoon John A Hamilton qualified a voter of said Fourth precinct called on said Winters at his office and anti de- de desired desired de desired sired to known if his name name was on the registration list or had been checked and if not to be registered He had hall the Second precinct he wae was waited upon upon by J H Moyle and W O C Burton representatives of a large number of qualified voters of the Second precinct who ha had tried but tailed failed to obtain registration and re- re requested re requested quested sted the said Winters to qu designate designate designate nate the places or the the locality he would visit in said Se Second and ond precInct as registrar on that day days so that working men might be beat beat at their homes at the time he would agree upon The said Winters then and there agreed to mB make ke house to tor r house named but he failed to appear and the said voters could not and did not find him and spent the half day waiting and looking ng for him in vain That on the day of December 1889 the said Winters spent December 1889 the sa said 1 Winters during the morning went to some houses in the Second precinct passing by others contiguous thereto crossing over fences diagonally through a block missing three families by the name nanae of Marcroft on the south of said block and fi five ve families on the west westside westside westside side thereof In In the afternoon he passed the house of Mr Higgs a qualified voter of the second pre pre- precinct precinct pre precinct who met him and asked to be registered but was refused by oy said Winters because he had passed th the said voters voter's house although Mr Higgs informed the registrar that he was unhitching his bis horse and could not reach him exactly at the house Winters skipped the houses bouses of G E Yeadon E D Crowther E S Crowther George H Crowther Harry Wanless William Griffiths etc and on knocking at Martin Harrows Harrow's s house left before there was time to answer Louis Hyams registrar for the Fifth Municipal Ward has dis of other parts of hie hiss ward members of the Peoples People's Pe o les le's Vat party are more numerous That upon refusing said D F Collett registration at his said Hyams Hyam's Hyam home or office as aforesaid said Hyams informed I him that he would now be found on his beat every everyday everyday everyday day and that in reply to Colletts Collett's Collett question what part of his beat he would be found on that afternoon said Hyams positively refused to togi gi give va him any information That he has neglected to attend to his house to house visitation in the folIo wing manner By spending November 25 and 26 in his bis office and in stores and saloons on and near Main Street without his bis regis regis- registration registration registration book except on the occasion of his along First South Street as far east as Firemen's s hall han That December 5 said Hyams promised William Naylor Nay lor who went to him in the inter interest st of a number of Naylors Naylor's friends and acquaintances who had sought BOught registration by said Hyams and had been refused that be he would register all those whom said Naylor Nay lor would vouch for residents of the Fifth municipal ward that to said pursuant agreement agreement agree- agree ment said iJ Naylor 1 went y to said tj aa Louis Hyams with two qualified qualified qualified fied voters and asked that they might be registered whereupon said Hyams arbitrarily refused to legis r them and said saia he would not register anyone either in his office or oron on the street until December 23 that Mr Hyams evinced a peculiar conception of his bis duties by stating to Mr H M Wells December 6 1889 that he did not deem it necessary necessary sary to visit a all of the dwellings in inthe |
