Show I 1 NEW territorial LAWS an act amending chapter 50 of the laws of utah 1890 entitled I 1 an AD act concerning the laying out and platting of towns 22 be it enacted by the governor and legislative assembly of the territory of utah that hater chapter 60 50 of the laws of utah 1890 be and abd the same is hereby amended by striking out section 6 and adding thereto the following sections SECTION 6 any owner or owners of land that has been laid out and platted as a hereinbefore provided may upon application to the city council of the city wherein said land is in situated or to the county court of any bounty wherein said laud land Is contained have such plat or any portion thereof or any street or alley therein contained vacated altered or changed as herein derain after provided see sec 7 it I 1 it la Is desired to vacate sit as entire plat and the land to Is situated in any incorporated city an application in writing signed by all of the owners of the land contained in said plat and by the owners of land jand contiguous or adjacent to soy any street or alley in such plat shall be made tu the city council of the city wherein such land is situated and in all other cases the application shall be made to the county court wherein said laud land is contained see sec 8 the city council or the county court shall at its next regular meeting after the filing or of such euch application consider the same and it if the said bouncil or said county court be satisfied that the public nor any person will not be materially injured thereby it shall order such plat to be vacated as ae prayed tor for in the petition which order shall ahall be recorded in the office of the recorder of the county wherein said land to is situated see sec 9 if it is directed to vacate a portion only of soy any plat or a street or alley therein application in writing may be made tor for that purpose to the city council councilor lof of the be city wherein said land is situated and io in all other cases to the county court of the county wherein said land is contained which petition shall be signed by all the owners of land in the plat or of which apor tion is tol to be vacated and by the owners of land contiguous or adjacent to any street or alley in such plat plait to vacate or alter enich application is made see sec 10 upon the filing of such application the city council or county court as the case may be shall at its ita next regular meeting proceed to hear and consider the same and if the said council or county court be satisfied that the public nor any person will not be materially injured thereby it shall order such portion of said plat or such street or alley to be vacated altered or changed us as prayed for la in the petition which order shall be duly recorded in the office of the recorder of the county wherein said land la Is situated see sec 11 this act shall take effect from and after its approval approved february 1894 an act providing for the location of county seats and election of county officers in new dew counties be it enacted by the governor and legislative assembly of tho the territory of utah SECTION 1 that whenever any now new county is formed in this territory the Oo governor vernor shall within thirty days after the act forming such county takes effect call a special election to be bem held in baij county within thirty days after such call tor for the following purposes 1 to determine by vote of the registered qualified voters of such bueb county the location of the county seat for such county and the city town or village receiving the highest number of votes cast shall be the county seat of such county said election shall be held and returns thereof made as pro bided vided by law for holding general elections and the form of the ballot to be used in voting upon said question a hall ball be as follone tol fol lowe for county seat of the county of here insert the name of the c bunty auty and city town or village fur for which the voter desires to cast his vote 2 to elect all county officers made elective by the laws of utah territory which officers so elected shall quality and give bonds within the be time 1 and in the manner as other county officers are required by law jaw to give boods bonds and qualify provided such officers shall file ouane of office with and to the acceptance of the governor of the territory and the said officers shall hold office until their successors shall be elected and qualified at the next succeeding general election for county officers loera off there shall be an election of the county and precinct officers of such county the some same as aa for officers of other counties sec 2 all county revenue collected in the year in which such euch county is organized in the territory comprising such county shall be its property and shall be turned over to the treasurer as soon as elected and qualified sec 8 that all the property of the cou county nty or cou counties aties from w which b ich a new county may be organized that lies within the territory comprising the new shall be its property sec 4 this act shall take effect and be in force from and after its approval approved march 3rd ard 1894 an act to arnaud chapter 5 of title 13 of the he compiled laws of utah 1888 in reference to larceny be it exacted by the governor and legislative assembly of the territory of utah SECTION 1 that chapter 5 of title 13 of the compiled laws of utah of 1888 be amended by inserting after section the following section a every person who with intent to injure or defraud makes or causes to be made any connection by wire or other instrument with any cable or wire used tor for conducting or supplying electricity for power light ing heating or other purpose to one burner or orifice by or at which such electricity is used or consumed for lighting heating power or stay any other purpose around or without pawing passing through the meter provided for measuring and registering the quantity used or consumed or in auy any other manner so as to evade dayment and every person who with like intent injures or alters any electric meter or obstructs its action is guilty of a misdemeanor approved march ath 1894 an act abolishing the office of collector in cities of the third clues class be it enacted by the governor and legislative assembly of the territory of utah SECTION 1 that the office of collector L li 11 i each city ot or the third class is hereby abolished and all tiara the duties of said office shall be performed by the treasurers treasur ers of their respective cities see sec 2 all A 11 act and iia parts arts ol of acts in conflict with this act are hereby repealed sec 8 this act shall take effect from and abtey its approval approved march tib 1894 an act permitting school boards to establish kindergartens be it enacted by the governor and legislative assembly of the territory of utah 1 that the school board of any school district in this territory shall have power to est establish and maintain one or more kindergartens in connection with the public schools of said district lor for the instruction of children resident therein and between three and six years of age and shall establish in case such schools are opened such courses or of training study and discipline and such rules and regulations kinder garten schools as said bald board may deem best beet provided that nothing in ia this act shall be construed to change the law relating to the taking of the konstu of the school population or the apportionment tion ment of territorial or county school funds funda among the several counties and districts in this territory provided further that the cost of lishing and aad maintaining such kinder garters shall be paid from the school tunas of said bald districts and the said kindergartens shall be part of the pub lie lic school system and shall be governed as aa tar far as aa practicable in the same bame manner and by the same off logre oera as is nowa now or hereafter may be provided by law lur for the government of other public schools of this territory provided further that teachers of kindergarten schools shall have n diploma from some boma kindergarten teachers s institute or pass such examination on kindergarten work as the kindergarten department of the territorial normal school may direct this act shall
