in january last in my mv annual report I 1 made a statement showing the amount of the existing obliga gions of the city together with the amount of money it would reasonably require to run the various departments of ahe oita for the current year and complete certain essential improvements aca accordine to their estimated cost which were in contemplation temp lation and part of which had already been contracted for among which improvements prove ments were the gravity sewer rowe street paving joint fo nt city and county building city jail elc also showing that the estimated available assets of the city for the current year would be amold sufficient to meet all of these requirements and yet leave a balance of in the treasury with which to 10 meet bess elm pressing expenditures in connection with this I 1 said prom from the foregoing statement it is apparent that a point him has been reached in the financial affairs of the city at which an abridgment OF TUB THE should begin and the whole matter of expenditures be kept well in hand by the council 0 shortly afterwards mr bell introduced in your body a similar statement but much fullar in detail showing substantially the same state of facts a copy of which is hereunto appended appoLd ed marked exhibit A the available assets tor for the current year in both of these statements were estimated atone million and ninety eight thousand dollars this estimate as subsequent events have shown to is too high by one hundred thousand dollars owing to discount on bonds and the reduction ot of the tax list and reduces the estimated esti maed balance before mentioned in that amount notwithstanding this his showing the expenditures tures were not as recommended abridged but on the contrad contrary v were greatly augmented in consequence of which the city today has hos out outstanding warrants to the amount of biti with two and a halt months of the year bov covered by said yet on the gravity sewer the estimated ecat cost of which was three hundred hundred th thousand ou dollars there has ban been paid out only eighty six thousand and two hundred dollars on the joint city and county building the estimated amount of the cites share of the cost of completing which was one hundred and five thousand dollars there has been paid only on the city jail which was estimated to coat twenty five thousand thone and 25 dollars nothing has been paid and of the eighty five thousand dollars interest included in said statement only fifty thousand dollars has been been paid the following statement shows the anao amount of money which will have to be paid out by the city between now and the end of the year to meet incurred obligations and detray defray the indispensable running expenses of the city government balance on
