Presently in Weber County, with the exception of Riverdale, the local option sales tax is returned to the citizens who pay it through the cities where they live. This is the best available method of returning the tax monies to the people who pay it. The point of collection method of distribution instead of giving the money to the people who pay it gives it to the buildings who collect it. The city by chance of fate whose boundries encompass those buildings falls heir to all of the taxes. One doesnt have to be swift to recognize that the money is not going to be returned to the people who paid it in the form of services they need. Instead it is going to go to the select few who by chance live in the same city as the businesses. They will receive a share of the tax dispor-portiona- te of the tax dollar and the services that it brings at the expense of their neighbors and friends. Those who live in Ogden under point of collection will receive $46 per person instead of the $37 that they are now receiving. Those in Plain City will receive $3 instead of the $37 that they are now receiving. Huntsville will receive $7 instead of the $37, North Ogden $9 instead of $37, Roy $19 instead of $37, Washington Terrace $16 instead of $37, South Ogden$34 instead of $37, and Uintah $18 instead of $37. The two cities that would gain the most from the change in distribution are the ones most vocal against it and have been fighting the hardest to block its adoption. They are Harrisville and Pleasant View. The former would receive $69 instead of $37 and the latter $62 instead of $37. It is refreshing to know that we still have leaders that are not overcome by the Ghost of Greed and will honor long standing bonds of friendship and fairness even when it hurts a bit to do so. much-discusse- Drug abuse by Keith Duncan Drug abuse has not been at a standstill in Weber County. Recent events have sped the investigation and causes of -drug abuse' throughout the county, particularly in the northern end. According to George Fisher, the Weber County Sheriff, eleven major signs can lead a parent to suspect drug use. He urges not only parents, but all others to sincerely take notice. The first sign might be a poor reaction to light by the pupils of the eyes. Contracted or dilated pupils. 2. Restlessness, abnormal body movements, and minor facial or body spasms. 3. Discolored whites of the eyes, or watery eyes. 4. Drowsy, yawning, including general apathy. 5. Anti-soci- al or abnormal lessened effect of ideas. A d flow of traffic from the north will be easily drawn into the new shopping centers and from the south as well by means natural desire to avoid congested areas. Congestion is most likely the greatest enemy the new Ogden Mall will have. By going to a full point of collection distribution of the sales tax Ogden City will live or die with the success of the mall. If it fails to hold its own against the competition that will be created by the change in distribution then Ogden like Provo will lose its tax base to the future shopping centers along the freeway. The people will still live in Ogden that are there now but their sales tax base will shift never experienced the with the whims of the commercial growth shoppers and they will have pressures that a full point of an old city to keep up with collection distribution will'iota of people and no sales tax. Its strange that 19 years bring. Ogden city has approximately $300 per person as it presently stands and if they force a full point of collection distribution they will only gain $10 more or a 3 per cent increase in total revenue. That 3 per cent increase is little indeed when compared to the 50 per cent loss some county residents must face. The rest of the cities in the county are willing to give them one half of that under the compromise agreement for it will give the losing cities a chance to survive Huntsville will take IS per cent reduction in total revenues Plain City a 23 per cent Nort h Ogden a 13 per cent, Uintah a 13 per cent, Roy an 8 per cent, and Washington Terrace an 8 per cent under the compromise agreement. The hidden part is what is going to happen to the shopping habits of the people of Weber County b their cities are all forced to build their own for districts business survival under the point of collection distribution. It is apparent that Ogden City businesses strong support for the point of collection method has not considered this item for it may well prove to be the demise of Ogden City. The natural answer is the owner of the property. This is true for all property except commercial property. In the commercial property case the customer pays the tax. He not only pays for the tax but he also in most all cases pays for the building and other properties that are associated with the business. Lets look first at the property tax on commercial property. How big is it? In the case of Ogden city almost one half of the total property tax collected comes from commercial property. The total assessed value of Ogden's property Is 119 million dollars, of the 55 million is commercial or 46 per cent of the total. Now where do the customers that shop at those commercial establishments live? The distribution of population in Weber County is split 49 per cent in Ogden Qty and 51 per cent outside Ogden Qty. By not considering the people who shop in Ogden that live outside Weber County a conservative estimate can be made that 51 per cent of Ogden Cities commercial property taxes are paid by pente that don't even live in distribution. The same people who are being asked to give up their sales tax dollars to Ogden by changing to a point of collection distribution. Yes- commercial property tax is also collected by point of collection. This is because the customer pays it. If this were not enough the outsiders also are buying the buildings and other property for the title owner of the business who will in the end keep it all for his own. I don't deprive him of his ownership to the property for it is the way American business is set up. I dont even begrudge Ogden city one fourth of their property tax that we pay and I can even go reluctantly along with half of our sales tax by poiru of collection but when Ogden wants it all by print of collection that's way beyond reason and for too much greed for me to cope with. Worst of all the most outspoken advocate for point of collection one of the very ones that will fall heir to the properties that we are paying for. No Councilman Madsen we are not taking your tax monies away from your city you are taking ours and we will not soon forget. I request you consider carefullly your coursr of action and its ultimate effect on the good will of the piiple o f Weber County ami their continued desire to shop at Ogden city businesses |
