The researchers are: Dr. Dale J. Stevens, associate professor of geography, and Dr. Laren R. Robison, professor of agronomy at Brigham Young University; Mr. Mark E. Eubank, a professional meteorologist and television weather forecater; and R. Clayton Brough, a meteorology instructor, and Ralph J. Snelson, a mathamatics instructor associated with the Springville Weather Station, in Springville, Utah. The five researchers are asking that any individual who has information or pictures relating to any unique, unusual , or extreme weather phenomena that has happened to them or thier Utah community over the past 100 vears. to "write down the event, the time, date, place and person(s) to whom it happened, the damage or deaths it caused, the reference the information came from SUCH AS WHETHER IT CAME FROM A DIARY, LOCAL NEWSPAPER OR MAGAZINE, AND THEN SEND THE INFORMATION, INCLUDING ANY PICTURES, TO THEM AS SOON AS POSSIBLE. The researchers state that they are in the process of working on the publication of a future Utah Weather Almanace, which among other things will describe the historical climate and weather events that have occurred throughout the State of Utah, particulary over the last 100 years. The men state that the information anyone could send them will be greatly appreciated, noted, and utilized if appropriate" in their upcoming publication. Stated Dr. Stevens: We need more information about unique or unusual weather phenomena, such as major hailstorms, snowstorms, electrical storms, flashfloods, tornadoes, landslides caused by heavy precipitation, heat waves, or other unique weather eventsthat have happened in North Ogden water uwrs may notice an additional charge on their water bills in May. Since the water meters are not read in the winter months, users are charged only the minimum rate from November through April. But come May, after the meters have been read, they will have to "catch up" on any excess water they have used during the six month period. Water users are allowed 10,000 gallons a month for the minimum rate. If they have used more than the allotted 60,000 gallons during winter, they areto be billed 18 cents per 1,000 gallons over the limit. This will be the second year a charge has been made on excess water use during the winter months. Commissioner Sessions indicated that although the Commission had placed Hancock on the Nominating Committee to recommend names for the job after reviewing applicants, they were not satisfied" with those that had been recommeneded. Sessions also said that the Commission had asked Hancock before setting up the Nominating Committee to take the job, but he had declined the offer originally. The other two individuals on the nominating committee, Acting Chief Rasmussen, and Hill Air Force Base Chief William Allen, had also given their verbal okay to the appointment of Chief Hancock. Hancock will be paid $19,000 per year, which is a record salary as the past Chief was paid $16,000. According to Billings who handled recent litigation centering on elibibility for the two programs, in the past, the Office of Assistance Payments automatically denied AFDC or Medicaid benefits if the person or household had recently trarsferred property to someone else for less than the market value of the property. The assumption was that the property transfer occurred only so the person would meet the income and resource requirements for the two programs.
