The grant request will be to the Utah State Permanent Community Impact Board. Grant funds will be utilized to acauire consultant services for base mapping, alternative development ana land use scenarios, and preliminary design and cost estimation for a first phase of improvements. The public is encouraged to comment on any or all potential improvements at the fairgrounds either in writing to the Carbon County Commissioners or by telephone to Randy Russell, project manager , This is not a bid announcement. He was bom Feb. 14, 1914, in Aspen, Colo., the son of Tony and Marie Hotchever Smith. He married Lorene A. Casto Doherty on March 20, 1970, in Farmington. He was a long time resident of Helper, an employee of D&RGW and a member of the Brotherhood of Locomotive. He was an engineer with 38 years of service. Later, he was employeed with Helper City as groundskeeper for the City Park and Cemetery. He enjoyed bowling, fishing and loving his grandchildren. He is survived by, his wife, Lorene Smith, Helper; son and his spouse, Fred E. and Sharon Smith, Ogden; Colleen L. Lupo, Ferron; three grandchilren, Audra and Miranda Lupo; Tyler Larsen; his sister, Ethel McCabe, Aspen; a nephew, Fred Pierce, Aspen; and a niece, Alma Lee Fiack, Evanston, Wyo. step-daughte- 2 t. ac-ft- Keith Day FERRON Keith Day, 76, died Aug. 1, 1994, in Castleview Hospital.
