FEDERAL POWER BENEFITS HELPER CITY ELECTRIC CUSTOMERS The City of Helper purchases a portion of its electrici ty from the Federal Western Are Power Administration (WAP A). During the 6 month period ending April 30, 1993 the City purchased 1,157,932 KWH from WAPA at an average cost of $0.0197 per KWH. The City purchases the balance of its electricity from other wholesale suppliers. During this same 6 month period the City purchased 5,645,911 KWH from other suppliers at an average cost of $0.01843 per KWH. WAPA provides 20 of the electricity purchased by the City and accounts for 10 of the Citys power purchase cost. Other suppliers supply 80 of the Citys purchased power and accounts for 90 of its purchased power costs. Revenue received by the City of Helper from the sale of electricity is used to purchase power from its wholesale suppliers and pay for the expense of operating the electric utility.
