He had considered a career in physical therapy, but several of the guys in the guard were getting their nursing degrees, and they convinced him work was more varied in nursing. The new program is designed to improve voluntary compliance with tip reporting requirements between the employer, employee and the IRS through a special agreement. The traditional approach that the service has taken to deal with tipped employees is to identify businesses that show discrepancies in tip reporting and examine them for at least two years. The Internal Revenue Service would then establish a tip rate for the employee, secure the returns of all affected employees and assess FICA and income taxes on underreported tips. Under the Omnibus Budget Reconciliation Act passed by Congress in 1987, businesses are required to pay both parts of the FICA tax on an employees unreported tip income found in an examination. This tax is due even if the employee did not report the tips to the employer.
