Brad Johnson yFinal Week This concludes the last full week of the 2003 Legislative Session. Three days remain, which means crunch time at the legislature. Legislators and staff are working from daylight until dark and then some. We finished last night around 10 p.m. and started this morning at the Rural Caucus meeting (a regular Friday meeting) at 7 a.m. I feel like the rural area has been treated well this session. I also feel fortunate to have had all my bills pass through the House. Two bills, HB188 and HCR7, have passed the Senate as well, and the remaining two bills, HB161 and HB358, will most likely pass before the end of the session. I am really optimistic about the Snow College Richfield bill. I believe we will finally see some real progress on the Snow College Richfield Campus. My major goal for the session was the funding of the special events center, operation and maintenance. At this point, it is turning out to be more successful than I had thought it would be given the State's financial situation. Although there are only three days left, we have a lot of difficult legislation left to discuss. Today we will be debating the bonding bill by Representative Pace. I am very much opposed to bonding in a year like this. It does not make sense to borrow more money to build new buildings when we cannot afford the C&M on the buildings we already have. We should not take away from existing important programs just to operate the new buildings. It seems appropriate to me to pay down our significant debt as soon as we can rather than incurring new debt. Another tough issue yet to be discussed is the omnibus education funding bill that you hear so much about. I hope that we can make this into something that will be very beneficial for education. It has the potential to do great things for public education, even though the bill contains a provision for tuition tax credits. I believe this will be adjusted to be something that can be beneficial for education and can be supported by the education community. I will not vote for anything that I think will harm our great Public Education 4-- H Theatre Arts club has just been started.
