amounted amoun t ed in round numbers to fro from m I 1 to the amount according to last weeks return has Fas was about such an amount of bullion w we have often thought must be a I 1 goodly I 1 sight to see and wo had a longing longill asire desire to see it and the governor of the bank made our editorial mouth water and our editorial eyes oyes sparkle when lie he told us that he lie had once seen at one view no less than 10 millions of pounds pi sterling terling in gold oid old bullion and coin the rules adopted by the bank directors even amongst themselves for the theu safe bandin binding and safe finding of the securities an and treasures of the bank are extremely stringent all the securities are every cv evening ning safely locked up in their thelt proper repositories depositories deposit ories and the thel keys thereof are placed in a bag the bag is placed in a cupboard to that cupboard there are three locks and keys and one of th tho the othree three keys is kept respectively by the governor deputy governor and another of the directors of the bank every morning therefore before the business of the bank parlor can commence those three gentlemen must be present each with his own proper key to unlock the cupboard and obtain the keys which unlock the safes where all the securities of are arg deposited and it is regarded disregarded as a point bf af honor with each director never nevar to trust his key isey out of his own custody by the courtesy of the governor of the bank mr ellis the head of the bullion office wa was permitted to show us ils everything we desired to see in his de department parti the bullion warehouses of the bank it is well known are the teado receptacles of or occasionally im immense quantities ot specie and bullion belonging to merchants and consignees consig nees in the city for whom the bank takes i charge of it in On consideration of a small percentage and it is deposited in these vaults until it is sold or disposed of and is required for dc delivery livery or exportation this is of course quite apart from the bullion against which the bank has issued natis from its issue departs department entas as stated in the weekly return the vaults are plain bare brick and stone structures with a number of strongly made trucks and carriage carriages si on which the bars or bags of gold or silver are placed for the convenience of being wheeled or moved about at times mr ellis told us those 0 s c vaults are all filled to overflowing tj in with t li bullion in bars and coin belonging bank oi or to merchants and bullion dealers but at the time of our visit some weeks ago they were comparatively ively empty in some of the vaults there were here ardd arid there trucks with a few bars or gold coin of some forel forein foreign n country upon them amounting in value to one or two hundred thousand pounds sterling but thi this yeas veas was a mere trifle to what v hat they usually obtain oban in one ona vault however there was a truck heavily laden with gold bars which was wa very svery pretty and interesting each bar was worth upwards of soo and the value of the whole vis avs upward upwards of half a million sterling I 1 I 1 all the bullion we should mention whether in bars or coin is estimated according to its weight and fineness by our standard and not according to the number or nominal value of the coins coin a t and all ali the entries sa appertaining in nato to hem them t in the books of bf the office are based u upon pon this principle in regard to these bars there was the report of the at sayers assayers on oil each bart bari bar accompanied by the part cut afrand off and assayed showing the precise quality or fineness and sterling value of each there is a powerful machine in this vault fr for cutting off ff the portion to be assayed arld alid and arid there is is another powerful po wa machine for numbering or stamp stamping in ahe fhe he number upon each bar but td the most interesting machines are those for weighing bing hing coin and abd bullion these are arc masterpieces 9 r pi beeps of delicate an and a perfect mechanism ehan chan ism 11 m and there are several of them none of them perhaps are what would commonly be called hand handsome sonie machines but they tiley are ars admiralty constructed ted for their purpose a and there is one in an inner vault which is always kept locked up and to which recourse is b bad had ld on only in case ease of any doubt or dispute as s to the he perfect accuracy of any of the others I 1 there is another er vault in which is de posited the great bulk of the banks stock of gold that is the bullion vault af of the bank of erg eng england land but that vault is is never opened and two of the bank directors the governor and deputy governor the chief cashier and the porter of the bank parlor the governor and deputy governor and the chief cashier have each their separate keys of this great ironald iro nand stone chest and it can only be opened by the common consent of all these officials whenever mr ellis own vaults got choked up or too full he intimates to the governor his desire delire to hand some bullion over to them then the two govern governors ors and the chief cashier go with wilh ith their keys ays eys to open the great iron door and to receive examine and verify what mr ellis hands over and to place it in the vault having halving done that they give mr ellisa receipt in discharge and nd then the vault is s again closed a na and the door not to be opened again until more goltl is ready to be put in or gold is required to be taken out noe foe exportation pa por tation in the latter case the tho same sama parties arties artles must personally attend with their respective keys and similar formalities mali malit les ties must bo be observed these we believe are the only parties who are ever permitted to attend on these occasions or who are privileged red ved to see gee or enter bixter this sacred do domain main maln mr ellis is an old off omm lelal official of the bank hank and has occupied his present position for many years but bufus up to this time he has never yet yeb been permitted to enter that vault possibly it may be considered that as it is he who delivers the bullion to that vault and receives bullion from it he is the last person who ought to be permitted to enter it but ut still the fact shows the stringency with which the necessary precautions are observed and consistently enforced the vault itself we believe is absolutely impregnable and would baffle biffle the attempts even of mr caseley with all his lawful and unlawful appliances in fact we are assured that nothing less than the force of powerful artillery could possibly ably effect an entrance and inasmuch as the thet bank is nightly guarded by detachments of the queens troops lodged inside we suppose there is little need to apprehend any danger to the banks stock of gold from hostile or burglarious attempts however that has some force and efficiency all the principle trades unions are united with such a power of combination and ana such an amount of funds that they can maintain a successful strike in any branch of business the tailors tallor of london and alid edinburgh are now on a strike for increase of wages and if their demand demaud are not granted we shall have twenty or thirty thousand of them out of work some bome of the large employers employer sent to the continent for hands but the trade societies blocked that game they telegraphed to the con continental ti cental societies and stopped any workmen wor knien from coming and tuu tub tailors will he be supported sorted by all the other trades here is a power beyond that of parliament or reform bill PI PRINTING TELEGRAPH two london
