question of the duty of the government of the united states toward spain and the cuban insurrection as being by tar far the most important problem with which we were called upon to deal the considerations side rations then advanced and the exposition of the views therein expressed disclosed my sense of the extreme gravity of the situation setting aside as logically unfounded or practically nad anad the recognition of the cuban insurgents as belligerents the lecog ta of the independence of cuba neus he U 1 aral intervention to end the war by im posing a rational between the contestants ts intervention in favor of one or the other party and the forcible annexation of the island I 1 concluded it was honestly due to our friendly relations spain that ahe should be aven a reasonable chance to realize her expectations of reform to which she ehe had become irrevocably committed within sl a few weeks previous she had an r bounced comprehensive plans plana which it waa w confidently asserted would be effina clous to remedy the evils 0 ao o deeply af jec feeling ting our own country so injurious to ao the true interests of the mother country as well as those of cuba and so repugnant to the universal sentiment of humanity the ensuing months brought broughm little sign of real progress toward the cation of cuba the autonomous adi ministration set up in the capital
