dethroned as the “world champion" of science and technology urged Congress on Friday to swiftly approve his plan to boost spending on research and development Bush went on the road to tout his plans to spend $71 billion on science and technology in fiscal 1991 and to respond to criticism that his education budget — a proposed 2 percent increase over 1990 — is insufficient to improve performance in the nation’s schools The $71 billion is $45 billion more than the money enacted for 1990 according to White House figures During his visit to two universities in Tennessee and North Carolina the president toured a lab he termed semiconductor science including doubling spending for the National Science Foundation by 1993 “Building America’s competitive strength today also means that we need quick congressional action on our other proposals for investing in new capital — intellectual capital” he said In answer to questions from students about federal funding for education however Bush stressed that in terms of spending “I still believe a lot of the emphasis has to be at the local and state level” Bush announced Friday he comwas creating a mittee headed by White House science adviser Allan Bromley and including 14 private-secto- r members to advise him on “all areas of science and "awesome" and stood in a room for several minutes attempting to see an experipitch-dar- k 1988 presidential campaign negotiated a debt settlement with a California hotel owned by a Jackson supporter but failed to report the debt or the agreement as required by law according to the supporter and election records The hotel owner A Bruce Rozet on Friday confirmed a $75000 Jackson campaign bill at the Hollywood Roosevelt was settled for $45500 but disputed an account by two former employers who said Rozet — a Jackson delegate at the 1988 Democratic convention — forgave the remaining $30000 as a gift to Jackson Rozet said it was a business negotiation based on the possi bility that there had been overbilling and on the fact that the Jackson campaign was good business for the hotel If a gift it would be an illegal contribution cither by Rozet who as an individual donor could give no more than $1000 to a candidate or by any of his companies Corporations are prohibited from making political contributions in federal elections 4n any event Federal Election Commission reports filed by the Jackson campaign show only the $45500 payment to the hotel Campaign finance laws require candidates to promptly report all debts in excess of $500 and all settlements for less than the
