Nations said today it is “more than a possibility” that a treaty curbing intercontinental ballistic missiles can be signed with the Soviet Union within the next year In a speech prepared for delivery investigation was under way today into the slaying of Richard Holmes a central figure in the kidnap-murdof a Nampa drug informant who was found dead in his cell Sunday night after inmates went on a
