department expenses 00 93 apparent deficiency 61 it to is therefore evident that the pres prea ent administration is ballou upon to deal with a complicated said aad difficult financial problem the rhe solution of which demands most moat careful thought and judgment and the harmonious action of nil all officials Mol als of this adminis tra tion expenses of every nature should be reut reduced iced where such reduction can be made without destroying the efficiency of the service for a considerable time past I 1 have carefully studied this problem and in presenting herewith some suggestions as to reorganizations reorganization and changes which to me appear both feasible and ancl ec essary I 1 trust they may have your careful consideration and approbation the completion of the joint city and county building has relieved the city from a great expense and has aff afforded crded additional convenience and centralization or of the publio business the cot elusion of work upon the gravity sewer has also removed an incubus from the taxpayers and will doubtless greatly improve the sanitary aspects of our oily city besides simplifying the work of several departments the mayor recommends the abolish ment jentof ot the board of public works and their duties to be performed by a board of five heads of departments as fol ollow lowr the city engineer the superintendent in ot of waterworks water works the superintendent of streets and parks park the city electrician and the superintendent of sanitation with the atie mayor as chairman the present organization of departments ments is 18 as follone fol lowe there are employed to do the cites business five department chiefs aej tarea boards viz public works fire and police and health employing the number of men and paying fur for salaries alone according the enumeration in the fu following flowing table paid per annum one chief of police 2400 one chief of fire department 2100 ane one city engineer 2500 one superintendent luperi oten dent of waterworks water works 1800 one aBter one street 1500 one city sexton five mom mem bers bars board of public works 2300 2800 four members police and fire commission three members two clerks each 1600 nine employed emp loyes total salaries making a saving for supervision alone of by reductions in the working forces maintained by the various departments of public work for both outside and office work not included in the foregoing statements statement a further annual saving of can without difficulty bo be effected the incidental expense account of the city which Is ie now estimated at should be out by at least 15 on the lighting of streets and city office oan can be save daud on street sprinkling the total estimated raving therefore would amount to at jeaan based on conservative estimates ti which can be readily verified the mayor next recommends the creation of an electrical department with a competent super visor opposition to the existence of the fire and police board is made at length an arguments directed against it As the laws against sunday liquor selling gambling and the mayor says ays they should either be enforced ent or repealed the report of the city engineer contains much valuable information as to the work conducted by the department during the abe past year upon the gravity outlet sewer and the expenditures thereon in connection wila this report I 1 desire to call cail your attention to the manifest advisability of extending extend log the sewer laterals literals late rals throughout the city as rapidly as the condition of our finances will admit this matter is one which affects the entire community directly and its importance import amse is unquestionable enable the catch basine which have bave proven so nauseous hitherto should be removed or provided with proper sewer connections tor for frequent or constant drainage which the sewer extensions referred to should supply the waterworks water works department should be given authority to replace the small main now serving the northeast bench section of this city with larger pipe the water to is drawn from the city creek stream and the capacity of the present service to Is insufficient during the last dry seavon seaon sea on this section of the city was at times almost without water and much of the city cites Is growth is taking place in that vicinity it should nut be blud hindered bred lor jor lack of at gatei A change in the method of collection and pay payment went ot of wacer rates is desirable assessments are now made by the waterworks water works department and payment is in required to he be mado made to the city treasurer where rates are delinquent the assessment rolls are returned to the waterworks water works department for the collection of at these delinquent rates more than of last jast yells water rates are now delinquent and the city will probably lose a large amount of this sum I 1 suggest the creation of a special office for or the of water rates and licenses of pill all kinds the officer should give a proper bond baud for the faithful discharge of his bis duties and be required to turn into the treasury these collections at responsible sible to the city for all ail fines and forfeitures paid into that court and give bonds for the faithful discharge of kilo his duties in conclusion I 1 have not entered upon my term of office with the view that the mayor alone constitutes constitute ii the city government I 1 fully appreciate the duties and re resting upon the council and other departments of the public service aid recognize the tact fact that the operation cooperation co of all the he departments with each other to is necessary to accomplish the best beat ser vied vica and therefore the greatest good to we inhabitants of this city I 1 cannot too strongly emphasize the fact to this council that bat vast retrenchment in the operating expenses of the city government must be made you will no doubt regard it as an ing statement when I 1 say may that from investigation already made by me covering tints subject that the fixed salaries of the officials and employee emp loyes in all departments of the city government under the present organization from mayor down to the official grave digger amount to the stupendous sum of per annum administrative experience in municipal affairs throughout the count cities of this size else aud of much larger growth has demonstrated she be necessity of re reposing losing in the executive whatever power I 1 is necessary to carry into effect such reforms and
