Show NOTICES ,VPUBLIC BECAUSE THE PEOPLE MUST KNOW: ballots may be obtained by any person otherwise eligible to vote at bond election but who, on the day of the bond election, expects to be temporarily absent from the City or ' disabled, by making application either in person or by mail at the office of the City Recorder at the City Hall Manti, Utah. Absent-vot- RESOLUTION resolution providing lor . the holding of a special bond election to be held on Oct. 1, 1974, for the purpose of submitting to the qualified electors of Manti City, Sanpete County, Utah, the question of the issuance of $150,000 General Obligation Water Bonds and of $200,000 Water Revenue Bonds of said City. A Manti' City desires to construct improvements and extensions to the water works system ' in said City; and WHEREAS, said City does not have on hand money to pay for such construction and the City Council has determined to defray the cost thereof through the issuance of $150,000 General Obligation Water Bonds and $200,000 Water Revenue Bonds; and WHEREAS, it is desired to submit propositions concerning the issuance of such bonds to the vote of the qualified electors of Manti City pursuant to the provisions of the Utah Municipal Bond Act; NOW, THEREFORE, Be It Resolved by the City Council of Manti City, Sanpete County, Utah, as follows: SECTION 1. On the 1st day of October, 1974, there shall be held in said City a special election between the hours of 7:00 oclock a.m. and 8:00 oclock p.m., at which time there shall be submitted to the qualified electors of said City the propositions in the form of ballot set out in Section 4 hereof. SECTION 2. The voting place for the election and the officials who are hereby appointed to serve at such voting place shall be those specified in the form of Notice of Election set out in Section 3 hereof. Said officials are qualified electors of said City. SECTION 3. Notice of the election shall be published three (3) times, once a week for three (3) consecutive weeks, the first (21) nor more than publication to be not less than twenty-on- e thirty-fiv- e (35) days before the election in the Manti Messenger, a newspaper of general circulation in Manti, Utah, and qualified to carry legal notices under the laws of the State of Utah. The notice shall be in substantially the following form:. WHEREAS ELECTION Bart 1 Shall the City Council of Manti, Utah, be authorized to issue the General Obligation Water Bonds of said City in the amount of not to exceed One Hundred and Fifty Thousand Dollars ($150,000), bearing interest at a rate or rates not to exceed eight per cent (8) per annum, and due and payable in not to exceed thirty (30) years from the date of said bonds; these bonds to be Issued and sold for the purpose of defraying all or a' part of the cost of constructing improvements and extensions to the water system of the City? 2 the city Council of Manti, Utah, be authorized to issue the General Obligation Water Bonds of said City in the amount of not to exceed One Hundred and Fifty Thousand Dollars ($150,000), bearing interest at a rate or rates not to exceed eight per cent (8) per annum, and due and payable in not to exceed thirty (30) years from the date of said bonds; these bonds to be issued and sold for the purpose of defraying all or a part of the cost of constructing improvements and extensions to the water system of the City? For the Issuance of Bonds Against the Issuance of Bonds to both principal and Interest from the be payable solely-anet revenues to be derived from the water system of the City, except as said net revenues are pledged and required for the payment of prior issues of the Citys water revenue bonds, and under no circumstances to be a general obligation indebtedness of the City within the meaning of any state constitutional provision or statutory limitation. s Shall the City Countil of Manti, Utah, be authorized to issue the Water Revenue Subordinate Bonds of said City in the amount of not to exceed Two Hundred Thousand Dollars ($200,000) for the purpose of defraying all or part of the cost of constructing water improvements and extensions to the water utility system of the City; said bonds not to exceed per annum, and due and payable in not eight per cent to exceed forty (40) years from the date of said bond, to be payable solely as to both principal and interest from the net Bart A. The City Recorder be and is hereby authorized and directed to communicate such instructions to said Judges of such special election as may be necessary to enable them to properly conduct such election, canvass the votes, and certify thereof to said City Council of said Manti, Utah, as required by law. The City Recorder shall cause ballots to be printed in the form set forth and furnish said ballots to the Judges of said election to be furnished to the qualified electors thereat, and the City Recorder shall also provide ballot boxes, poll books, and all stationery necessary for the use of the Judges of said election. SECTION 6. Only qualified electors of Manti shall be permitted to cast a vote at such election. There is to be no special registration of voters for such election and the official register last made or revised shall constitute the register for such election, except that the County Clerk of Sanpete County will register at his office during regular office hours, except Saturdays, Sundays, and holidays and except during the ten-dperiod immediately preceding the bond election, any person who on the day of the election will be a qualified elector, and will register such persons as provided by law.
