Cash, cashiers checks, or money orders are the only forms of payment accepted. This fee helps cover the governments cost of roundup, inoculations, and veterinary care. Wild horses and wild burrows roaming on federal land became the property of the U.S. government when Congress Horses passed the Wild and Burro Act in 1971. The act requires the BLM to manage these animals and to keep their numbers in balance so there is sufficient forage, not only for horses and burros but for wildlife and domestic livestock as well. The Program removes surplus animals from the range and places them with interested individuals and families. Since 1974, BLM Utah has placed 1,416 wild horses in homes across the Beehive state. A1 Davis feels that Art Shell has what it takes to restore his Raiders to their glory years of the 1970s and early 1980s, when Shell was an offensive lineman with the team. Shell won his first ball game as a head coach, and now he has a long road ahead of him. Not because he is black, but because the Raiders just dont have the players to be a winning team. I hope that Davis gives Shell more of a chance to succeed than he gave the man Shell replaced, Mike Shanahan. Shanahan had proven himself a talented assistant coach with the Denver Broncos, but Davis gave him only a season and four games to prove himself as a head coach. Every NFL head coach deserves more time than that. Shell was elevated to head coach from his position as the Raiders offensive line coach. He has spent a total of 22 years with the team as a player and coach, but Im convinced he wont be there much longer if he cant somehow make the Raiders a winner. Aside, from wondering if Shell can bring success to the Raiders, the big question is why did it take so long for a black man to be offered a head coaching spot? The fact is that there are many black NFL assistant coaches and college head coaches who are even more qualified than Shell to be head coaches. There have been for years, with men like WilWorld Football lie Wood, who was a head coach in the short-live- d League. When will their time come? Certainly a qualified black coach deserves as much of a chance to succeed or fail as a qualified white coach does. Probably the biggest reason it took so long for this to happen in my opinion was the reluctance of NFL Commissioner Pete Rozelle to address the alack of blackdiead coaches as a real issue. He simply did nothing about it.
