pacific railroad funding bill whenever in tile the opinion oi of the president it shall be deemed necessary to the protection of the interests inte in and preservation of the security of the he states in respect of its lien mortgages or any other interest in the property of the several companies named in n the first firs t section of tills this act upon which a lien mortgage or other ance paramount to the right title or interest of the united states for the same property may exist the secretary of the treasury shall under the direction of the president ident or otherwise clear off such paramount lien mortgage or other incumbrance by paying the sums lawfully due in r respect thereof out of the treasury and the united states shall thereupon become and be aubro gated to tell tall rights and securities heretofore pertaining to the debt mortgage or other incumbrance in respect of which such payment shall be madland ma td making it the duty of the e bial attorney general under the direction of tle president to take all such steps and proceedings s in the courts and otherwise as shall be needful to protect and defend the rights and interests of tile the united states in respect to tile noon today to day a series of explosions took place in the uniondale Union dale mine minest at D unbar Dunbar four miles from here by which three men were killed and twenty others received injuries
