treasury or at certain sub treasuries treasur acs ics while at the same time there way may exist a demand mandat at tae tite commercial centres bentres even where certain other sub treasuries s are located yet no do spec specific ilic appropriation is available for the transfer from one suo sun treasury to another of the minor coin found to be in excess of the demand at the locality where any
