Show AN IMPORTANT ACT OF CONGRESS A BILL was introduced in the senate of the united states in february last which passed both houses bouses and became a law on the esth of may and which is ol of interest to the people of utah in common with other citizens of this great union it effects the territories as well as the states and should be generally understood and acted upon following is tho the text of the law 1 AN ACT to provide d e for the study of the nature of alcoholic cohol c drinks drinka and narcotics and of their e effects acts upon the human system in conne connection ct ion with the several divisions of the subject of physiology and hygiene by the pupils in the public schools of the territories and of the district of columbia and in in the military and naval academies and indian and colored school ia m the territories of the united states be it enacted by the senate and house of representatives of the united states of An anterita teriza in congress assembled that the nature of alco holic drinks and narcotics and special instructions uto their enact effect upon the human system in connection with the several divisions of the subject of physiology and hygiene shall be included in the branches of study taught in the bommon or public schools school sand and in the in military and naval schools and shall be studied and taught as thoroughly and in the same manner as other like required ta ranches are in said schools by the use of textbooks in the lands bands of pupils where other branches are chuo studied in ili said schools and by all pupils in all said schools throughout the territories in the military and naval academies of the united states and in the district of columbia and in all indian and colored schools and territories of the united states il bec 2 that it shall be the duty of the roper proper officers in control of any school described in the foregoing section to enforce the provisions of this act and auy any such officer school director committee superintendent or beacher who shall refuse or neglect to 0 comply with wih the requirements of this let act or shall neglect or fail too to make proper provi provisions tor the instruction reau ired and in the manner spec ined by the first section of this act for all pupils pupil sin in each and every school under ills bis jurisdiction j diction shall be removed irem from office and the vacancy tilled as in other cases SEC 3 that no certificate shall be granted to any person to teach in the public school b bf the district of columbis columbia ot or territories after the trot day of january anno domini eighteen hundred bundled and eighty eight who has not passed a satisfactory examination in physiology and hygiene with special reference to the nature and the effects of alcoholic drink sand other narcotics upon the human system approved may IM 1886 persons intending to act as tea te chera to ia the district schools should qualify themselves to comply with the t h e require ments meats of the law and the county school boards should make their ex animations ami nations correspond with itsuro its provisions Yi our district schools are perhaps not entirely within the full fual mean ing of the term common or public schools because in most instances t they hey are partly sustained by tuition fees f ees yet ye they are chiefly supported by tax taxation aaion and may bg be who wholly ly so according C to the option of the taxpayers in n each school district therefore they ethley come within the spirit and meaning of the law and we think should be governed ae accordingly cordingly there can be no doubt that the instruction st contemplated in tile the act of congress will prove very beneficial any correct inform information atio a on the effects of alcoholic drinks and narcotics upon the human body that can be imparted inthe in the schools must have a tendency in a z good alred direction tion young people should be instructed in physiology and hygiene that they may know how they are organized and the best manner of reserving preserving their systems free from influences fluen ces that tend to destroy the selection of text books suitable for this special course of instruction is a subject of considerable importance and the territorial and county superintendents would do well to take it under consideration the law la in now la in force and after the first arat day of jan uary nary IM 1888 no certificate can be law fully granted to teachers in tile the public schools who have not successfully passed an examination on the momentous subjects mentioned in two this congressional enactment |
