and all mail matter the act of august ath in relation to this is to go into effect on the 1st ast of october following Yol lowing is the circular slightly condensed every post postoffice office in the United states and nd territories and the district of columbia now established and which will be established while tile the foregoing remains is hereby designated as a special delivery office these regulations shall take effect and be in force ou on and after oct abt woj on and after said date every postmaster will be held responsible tor for the immediate delivery of every article of matter which may be addressed to his ortice office properly stamped with wilh a special delivery deliver y stamp such immediate delivery must atias be made when the article is directed to an addressee residing or having a place of business within one mile anile of the it 0 st office the obligation to so deliver ver does not noc extend to an address addre s a beyond that distance but the pos postmaster t will be at liberty to make tuch such delivery beyond such limits and receive ceide e tile the compensation as in any tiler other case it is if commended to him as a proper and considerate thing tor for him to be done in accommodation ot tile the sender whenever it is reasonably convenient tile the hours couro within which immediate delivery shall be made shall be at least from 7 um am to 7 pa and further until the arrival of the last ruail mail provided that such arrival be not later than 9 rpm pm postmasters Postmaster sare are not required to make delivery of special delivery matter on sunday nor to keep their offic offices epen open inana different diffene n t wanner manner on that day from what is now provided ty by regulation postmasters will be at liti liberty erty however to deliver special delivery letters and parcels arriving on sundays such aucta immediate delivery made at third and fourth class offices may be made by the postmaster himself by any assistant or clerk or by any other competent person he ox may y employ as messenger the postmaster must provide the means and pay the expense of such delivery and will be allowed by whatever suitable pcr person on the delivery be made the full comp compensation a of 80 per cent of the face fac value evalue of all special delivery stamps oc at matter properly delivered from his bis office and recorded toe the must be observed for every special delivery article delivered the postmaster must take a receipt from the party receiving it and all receipts for matter delivered during daring any quarter must be sent as voli vouchers chers to the auditor at the end of a uch such quarter wath the postmasters account current for that quarter I 1 register matter will be entitled to special delivery the bame as ordinary matter when bearing a special delivery stamp in addition to the full postage and registry fee required by lawand law and the regulations dispatching in lu dispatch ina registered letters that bear special delivery stamps the postmaster should write conspicuously across the I 1 registered package envelope the words for special delivery sols 8 special ecial delivery stamps are to be sold by
