upon noticing the action of the build amand traders exchange as re ported in the newspaper looked at the statute to tute the strict letter ot of the law might be construed to require the board to continue advertising for or bids until udo bids are satisfactory adherence to that view of the law might result in requiring an unlimited number of repeated ond and unavailing invitations for bids and prevent indefinitely the construction of the school house I 1 incline to the opinion that the statute is to be considered as a directory I 1 have net had time ime ad 0 o examine in the light of authority on athla question but would hardly expect found find any decisions in such a case while in doubt 1 I am inclined to advise that the action the board has taken to is legat legal and ought to be pursued for in moli a cases if there was doubt doubty would delse that the doubt be resolved in favor of the right of the board to not act as ift ft baa attempted in other words it ms to me that paid clerks warrants 20 balance on hand april 30 88 committee on finance SCHOOL BOND ELECTION the committee on finance reported as follows follow gentlemen your committee on fina finance uee to whom was re referred referrer report no 82 of the committee on sites bites and buildings dotted dated april 18 1898 beg be to report that they have bave the same under consideration a d recommend thattie that the following resolution to provide funds to supply the needs mentioned therein be adopted whereas it is in the judgment of the board of education oi of the city of salt lake advisable to issue and negotiate bonds for school purposes as hereinafter stated now therefore be it ordered and resolved by the said board of education that an election is hereby called in each of the municipal wards of the said city of salt lake to be held on the ath day of june 1893 to H submit to the legal voters of salt lake city school district whether 5 per cent twenty year bonds of the said district shall be issued to the amount of for the purpose of raising money for purchasing school sites for building or purchasing one or more school houses and supplying the same with furniture necessary apparatus and improving the grounds and for liquidating the indebtedness already incurred for such purposes your committee in furtherance of the above resolution asked authority to prepare an address to the people concerning cerii ing this bond issue the same to be submitted to the board tor for its approval STATEMENT OF FUNDS SALT LAKE CITY may bilth 1883 to the honorable board of education salt lake city gentlemen your committee on finance in support of the recommendation herewith submits ab the following statement there was unpaid on the building contracts may 1 24 there was unpaid on the heating and ventilating contract 1 f 1893 16 15 there was unpaid on architect con tracts trac tsMay may 1 1189 1893 2198 95 total of 64 54 an aa an offset to the above indebtedness there ws was to the credit of the building fund in the hands of the treasurer on that date the sum of 10 leaving a deficit of 24 with no provision whatever tor for the erection of the oquirrh school building improvements to school grounds and some new furniture and apparatus tor for the washington jackson sumner and wasatch schools in this connect connection ion we respectfully call the attention of ane board to the following facts the building fund has received a credi creti tso far from sale of bonds interest and premium on same and property and old houses sold the sum of 81 out on t of this sum we had to repay the school fund tor for indebtedness incurred prior to the issuance of bonds 19 refund of tax 1890 82 01 leav leaving v 1 n 80 to be eap exp expended e dmd in sites and school buildings 00 after deducting cost of sites we bad but so 80 to expend in ift the erection of nine school houses containing nine ty four class rooms heating and ventilating same architects services new furniture and apparatus and making and improving grounds it is easy to be seen why we are short of funds to meet amounts to become due on existing contracts and why it is necessary to ask the voters of salt lake ity school district tor for additional bonds the valuation of all taxable prop ert eriv as per county tax roll within the district for 1892 was 2 per cent of this thia si am the the limit to which said district tr way may be bonded would be 00 and hat having ving already 1881 laried ed in bonds 00 leaves but 00 or in round numbers that we can ask the people to vote but this sum would world enable us to meet the deficit above shown and provide three or more additional school houses bouses in localities greatly in need of them the resolution reio lution was unanimously adopted and the finance committee auth to prepare the necessary address |
