chamber and the chair was vacated for him by mr the Proceed lugs W H whitehead asked for the release of certain certa iii land sold by the city in 1890 for delinquent taxes committee on oil claims isaac hunter by bis bin attorney bar low ferguson asked that the water from city creek be allowed to run into his bia joe ice pond between ninth and tenth west streets not granted the diamond kyune angeles was read and ac adopted to the honorable the senate and house of representatives of the united states of america in congress assembled sem bled gentlemen we the undersigned undersigner under signed mayor and city recorder of the city of salt lake utah have been instructed to forward to your honorable body the following resolutions adopted by the common council of said city upon the day of january 1893 whereas a duly constituted board of engineers of the united states has pronounced in favor of the feasibility and advisability of constructing a deep water harbor at san pedro on the coast of los angeles county cal which shall be capable ocean going vessels ot of the largest draft and whereas such a harbor would afford the whole territory of utah and especially to the citizens and business interests of salt lake city a nearer point of communication muni cation with the ocean and the commercial advantages which ocean transportation of fr ight affords and whereas the establishment of s such u c h a harbor will be a great benefit to th the commerce om of this territory and this city and whereas the beginning of the construction st of such a harbor would immediately me mediately diatel v stimulate the development of railroad connection between this territory and that point which would result in opening up up to use and occupancy a large portion 0 artion of the finest coal and iron lands in the union whose resources are at the present ent time unavailable for the lack of transportation facilities therefore be it resolved alved first that the common council of salt like lake does most respectfully petition the congress of the united states to appropriate at its present session the sum of at least for the purpose of commencing and prosecuting the work of construction of a deep water wa ter harbor at said point of san pedro second that the mayor and city recorder of this city bre are hereby directed to forward to our territorial delegate at washington city papers a notice calling for sealed proposals proposal for the construction of the now new city jail and had received bids from the following firms firme kirshaw Addo maji J W farrell co stewart subscription besides a sum sufficient to purchase acres of land all to 10 be donated to parties proposing to locate copper reduction works in or near our city and whereas said works will cost not less lese than and will give employment to not less than skilled operatives said eaid plant to include a copper eltera Mu a separate establish establishment men t for refining copper matte which will be drawn from butte mont durango col and other potato points also an establishment for the parting of gold and silver from the broft baader metals and forthe for the manufacture of copper wire and sheet copper per blue vitriol and ocher chemicals and whereas the location of said aid works in our city wih will necessarily lead to numerous other connected indus indu industries atries es and will have a controlling influence in making ot of salt lake city a great manufacturing center thereby insuring the future prosperity of our city and increasing its taxable wealth therefore be it resolved that this chamber of com merce r ce most moat earnestly recommend to the honorable city council of salt lake cit city f that an appropriation of money be male made out of the city treasury from monies not otherwise appropriated a sum sufficient to make good any deficiency that the he committee having said matter in charge may be ba unable to secure from private subscriptions aforesaid it et has been suggested to this chamber that said appropriation may not be strictly in conformity to the act of congress inhibiting the appropriation of public monies for certain purposes yet the chamber submits that the establishment ot of this industry in our midst would be in the nature of a great and lasting public improvement in this connection the chamber va w most respectfully call the attention honorable body to the fact that one of our neighboring cities has recently appropriated of the public funds to a certain railroad company and thereby secured the location of large and I 1 important M machine shops in their city and arthis this chamber believes that said council acted wisely and for the best interests of their city notwithstanding that their action may have been technically 1 illegal and we urge their action in the promises premises as commendable and a worthy example to be followed by your honorable body in the present ewe case J H BACON aid eaid c that for or four days he had been working most earnestly with other business met men to raise funds to secure the copper plant the city bad been canvassed from north to south east and and west and they had bad raised the sum bum of there remained bained a deficiency of unless the council canue manfully to the front with of chissum he know knew lull full well that salt lake could nut not secure the plant the enterprise should be made successful mormon and gentile had bad beba working to that end as am they never worked before the union between the two elements was a splendid omen the council should unite with the business men and citizens to overcome any apparent legal objection that might exist the city council should remember rm ember that the business men and citizens put them in office that they supported them we cannot afford to stand on a little technicality that we can easily set aside and thereby secure employment for three hundred men aud and taxes to the amount of pru probably bably a year let it g go 0 abroad tomorrow that salt lake annot raise this money and never again will we be able abie to successfully prosecute a similar t i chame we have been begging for money the last lew daya as men BACON I 1 dont like to bore the council with a second wk talk but I 1 do want to read the following which makes an opening through which you can easily pass for it to la as aa wide as the streets of salt lake city which are the widest and best in the world on page of vol I 1 of the compiled laws of utah of 1888 1 find in the council can pass pan all ordinances rules and make all regulations not repugnant to the constitution and laws ot of the united states or the laws odthe of the territory necessary for carrying into eff effect set pr discharging Jis discharging charging all powers and duties conferred by this act and such as shall seem necessary and proper to provide for tho the safety and preserve the health and promote the prosperity improve the morals peace good order comfort convenience of the city aej and the inba inhabitants bitante thereof Is that not plain it certainly is note and weigh well the words promote the prosperity W H said that employment should be given to home labor the way to do that would be to establish home tories the way to secure one good establishment would be to make the appropriation asked for M E CUMMINGS said that it was not alone to the interest of the male population of this city that the appropriation be made the ladies were also much exercised over the matter for instance his wife he said had gone out onto the streets for two hours during the afternoon and had raised applause she stated state 1 that she could easily have raised 1000 had she had bad a little more time renewed applause HEBER M WELLS I 1 believe that it is the duty of every man to place himself on record we have reached an era when we should arise and push to the front advancement should be our watchword if the city council will make the appropriation it will iiii certainly receive the good will of every right minded citizen of salt bait lake 0 P MASON said it was not a time for speech making action should now be taken it if the council was afraid
