ment of facts together with estimates of certain expenses for permanent improvement pro which should be made and ask their careful consideration that in action may be had antho in the bond election to be held august 1892 steps were first taken in september 1889 to procure the erection or of a joint city and county building the amount of cash on hand septem ber berl 1 was 1 87 97 september 1 1890 08 september 1 02 the balance is now practically nothing or will be when the apar pr latton for july bills lie is made the expenditure from the lot plans and building on the party of the county has been all of which except the amount on hand september let 1889 has been derived from the taxes of 1889 1890 and 1891 except the amount received from mar cli chants ants licen licenses sm etc OF the expended were paid december 1889 for one half the lot on first east and first south the lot has been ex changed for one half interest in the eight ward square where the building Is to be erected the remainder has been expended on plans plane architects architect ev percentages excavation of the old site purchase of a lot for the boiler house and construction of the building on the present site the contract for the erection of a building at a cost of one halt half of 0 which amounting to shall be paid by the county upon laying the foundations it was wag found that extra work must be done ta insure a firm foundation the estro work and material cost so that the cost of the building today stands at the countes coun tys half amounting to the county has paid on this contract and these extras indigent of the county the poorhouse when erected wax was adequate and well located the great growth of the city and county have rendered it inadequate and the location poor the court proposes to go into the country where land la Is comparatively cheap and purchase puro haae a farm large enough to meet the wants of the county for all time there will be no loss to the county by this thia change the present poor farm can be sold for more than it cost the county including the thereon it is estimated that this change will cost for farm 00 buildings furbishing the support of indigents indi gents in this cou coloty U ty costs more than it should for the following reasons the cramped quarters at the poor house necessitates the care of many patients by city hospitals who should be in the infirmary and would woold be it if there were proper accommodations for them there much outside aid is given by the county court at present which would be cut off if the room at the poor house were sufficient to meet the demands of our population the territory makes no provision for the care of imbecile and idiotic persons there are many such in this county who are a charge upon the p public j b several years to come much of the western and ana southwestern part of the county needs work uvon upon the high highways waye all the old wooden bridges should be replaced by iron structures as they wear out this will be much more costly at first but will le economy in theand the end the cost of oaring caring tor for the poor will decrease per capita with the establishment of the now new poor house and infirmary but will probably increase with the population the net income of the county from taxes for the past three years has been about per year if f f the necessary road and bridge building to is to be done the poor and insane cared for either the and tax levy must be raised or the county must provide for the extraordinary expenses es now to bedet be met for permanent improvements by bonding itself it certainly seems but fair to those now here that the payment for these improvements prove ments should be thus extended over a period of years and that those who come after us should bear their share of the burden the court to is of the opinion that taxes should not be raised and they have taken the way provided by law tu to ascertain whether the people take the same game view the present poor farm and buildings should be sold if bonds are voted whenever the market will justify and the proceeds should be bloused used to meet a portion of the debt or for
