the councilmen who unearthed the rottenness existing in the police department Is ie almost unanimously denounced by federal officials prominent business men and citizens generally irrespective of their pol political or religious views the mayors communication which was spirited away at the council meeting on tuesday night has been returned to the recorders office and is now on file among the other papers of the meeting following is the document in full SALT latee cita july 5 1892 to the president and city Council councilmen me gentlemen I 1 hereby remove edgar M janney as chief of police and appoint in his hia place samuel paul also remove policeman ecklund and sergeant sheets from the police force and submit my action in the premises for your confirmation fir mation the facts upon which I 1 base this thia action are contained in the testimony hereunto attached and which was taken in the presence rese fice of the officers removed as also in uthe the presence affred of fred kesler kealer poli police ice lenorn justice estice and councilmen folland rich horn and evans an inspection of this testimony will show that the persons removed have been guilty of conduct unbecoming officers of the city it will also show that police justice kesler kealer and council men folland rich horn and evans have likewise been guilty of conduct equally unbecoming but as ak the police justice does not belong to the police force and received his bis appointment at your hands and as I 1 am not authorized by law to deal with the cases of the councilmen I 1 submit this matter together called upon to make similar tours of in invest vesti g stion in the interest of the city and had mayor scott interfered with our I 1 lane or reprimanded myself or associate councilmen for our work in have been published in the local dailies for the past two weeks but as the narrative is somewhat di difficult cult to understand in a disconnected formoe herewith publish a concise and correct statement of what the reporters reporter and councilmen c saw and testified to and how bow the discovery was brought about on the night of june last a representative of this paper determine d to ascertain the correct correctness neEs of certain serious charges charged which had come to his ears concerning the actions ol of officer albright accordingly after the adjournment of the city council at 11 on the night designated he started out on his journey alone suspecting that the character of the place to where his bis mission would take him was not the best he hesitated at going unaccompanied he met mr ed ivins city editor of the salt lake evening tunes and asked him to go with him that gentleman readily consented ana the place to which they went ou on fourth south street was soon afterwards reached both gentlemen gentleman were admitted into the house and after stating their business were ushered into the east parlor A few minutes later miss rose bose miller who had made the charges against albright entered the room she refused to repent repeat them except on condition that her name and place of residence be withheld from publication this was asson assorted ted to providing certain developments would not arise and with tears coursing down her cheeks the woman told the story of albright Ps alleged cruelty and threats to her as published in the NEWS and ame on elie evening of june last mis mies Miller Mille 9 version of her bar troubles with albright was wad reduced to writing when there was a vigorous knock at the front door it was responded to by the landlady and the following gentlemen entered councilmen lawson folland evans rich kich horn deputy united states slates marshal glenn and street supervisor hines who herd had met the councilmen on their way to this place and followed them without knowing where th they were going or their object lumers humors regarding albright Albrig bt had also reached the earsom ears of the police committee and they had bad also aleo determined to make an investigation for their own information anti and for the benefit of the city of course they were very much surprised when they found that they had been anthol anticipated abed by the re reporters councilman lawon eon requested the latter to keep the matter quiet but was informed by them that they had the story that the charges were serious and that it was their province to expose aej aal not cover up iniquity and consequently the facts in the case would be made public no further protests were made and the miller woman related the same story to the councilmen that she had just narrated to the reporters and appealed to her auditors for protection which they promised to give her the entire party left the house after having been there not to exceed halt half an hour at the gate lawson and glenn started out east saying they were going home they did not join the party again that night in the meantime it became known that marshal janney and other officers of the police department were wilsons Wil sons on franklin avenue and simeone meone at suggested that the visitors go home via that thoroughfare when they arrived in front of the stenographer it can be said that the fault is not all his bis the mistakes however have been made and in consequence those who gave testimony are placed in an all in proper light before the public |
