ereda resolution 0 C B R no 6 to the effect that committees be appointed point bd 2 from the house and 1 from the council to audit all accounts of the territorial auditor and treasurer adopted and the chair appointed lund as member from the council on motion of evans it was decided to recommend the adoption of lunds bunds resolution WEDNESDAY JANUARY 20 council file no 10 a bill providing for tho th maintenance of illegitimate children read bead by its title and pawed passed to its third reading melville introduced a bill creating a board of pardons C F no 1 a bill relating to the punishment of polygamy and kindred offenses offen eesi passed to its third reading on evans motion it was decided to amend so as to make the prosecution a and nd conviction for any of these crimes a bar to further prosecution for noilar offenses As an amendment to the amendment evans moved that the section providing for the punishment of incest be null red fled so as not to conflict with the congressional law which provided forthe for the punishment of polygamy and incest as one 0 ne ofie of fenre nee adopted after a lengthy discussion the committee appointed to arrange a day on which to visit the agricultural college at logan reported that they had bad been tendered by D E burley general agent union pacific a speciaL train and recommended that when a motion was made to adjourn it should be until monday next at 2 p m baskin introduced a bill which was read for the first time by its title viz A bill for an act creating the istah utah national at ional gaard 11 council pile file minority report caused considerable discussion in the council monday last rose and stated that he was unalterably opposed to the passage go of this bill that if it had bad sit an object fat for good he failed to see it to him the bill conflicted with the congressional laws already existing to punish those offe it rendered a man liable to be convicted twice for one offense ofie nse evans of weber thought that pm per haps the gentleman from salt bait lake was adaid of the effects follows following ug the enforcement of the proposed measure we could not close our eyes to the fact that there is a great change in public feeling going on and reminded baskin of the stigma that was attached to his name two years ago age resulting to a degree from his bis connection with several pieces of proud of his present record and of his work in the past he never played fact or loose with any mormon the fact act that the gentleman from weber acknowledged the salutary effects of his present work had been called inconsistent io in opposing a law that can not dot possibly do any good if that were inconsistency he hoped he always would be inconsistent he was evidently misunderstood in the council evand in reply remarked that when the people of utah put them selves in harmony with the general government as a rule very little fault was found with them baskin would probably recollect that a report was wa made at washington D C by the enemies of the mormons cormons to the effect that the people of utah to this day have never passed a law jaw punishing polygamy and that this fact had always been dwelt at great length upon and used as a weapon against the people now t that h at the latter are ready to he themselves and enact a proper laithe people of the united states say we don dont donit it propose to have you do it if the utah people peo ale decline to do anything any thing the action is construed as oue one of i rebellion if the people comply the fact is heralded throughout the land as a very cunning trick mr baskin knows by acts and formal acclamations the sincerity of this people he claims that Mormon Mor mons sI employ mormons cormons Mor mons do gentiles never employ gentiles no one is in accorded any honest be lief in this territory unless he is a gentile or liberal I 1 have had some experience in court matters in this thia territory and I 1 know that a great change is going on but it is not be CA cause use the opposing side has bas ceased its vigilance yet this gentleman from salt lake claims that it is ail a trick the great fear is in incorporation and government of metropolitan cities this bill provides for twelve wards in the city for two houses of the and gives the mayor limited veto power by moran A bill for an act to make the first monday in september labor day a legal holiday judiciary committee by evans tor for the collection arrangement ran gement and display of utah pro ducts at the worlds fair and appropriating pria ting money for the same com om cittee on worlds FAG this allows the governor with the councils council a consent to appoint fifteen commissioners to make the collection and provide for their arrangement the commissioners are to ta 4 per day for actual time engaged in collecting the exhibit one hundred hundred thousand dollars is the amount asked for to carry on this work by evans kegu regulating lating the utah library the bill provides a salary of 1600 1500 per adnum for the librarian by evans to provide additional salaries for each of the judges of the district courts of utah committee on judiciary by evans regulating the payment of witnesses jurors stenographer sand defining the duties of court commissioners sio ners committee on judiciary by evans to establish arbor day as a legal holiday committee on j u di ciary by evans a bill for an act to allow poor persons to commence and prosecute suits the committee on elections reported back C F 2 relative to the holding of elections and aed recommending that it pass after its second reading evans evana moved to suspend the rules and place the bill on its further passage baskin opposed this suspension because it did not give the minority any chance he announced himself as unalterably opposed to the bill as it stood and said the liberal party did not want it and would not take it if it could help it the liberals not to oppose its passage he insisted that the bill should not pass his principal argument being that his own party were opposed to it there were men in office now whom they wanted to get rid of evans suggested that the chamber of commerce and other recognized business institutions had asked for the bill and it was the idea of saving trouble annoyance and expense by having ng all elections some on one day instead of every three mouths evans insinuated that there was an official bee buzzing in baskins 1 bonnet baskins blood was up he L corned the insinuation that he be was an office seeker the evil complained of committee on live stock snow presented a petition from the probate judge and county court of box elder county asking an appropriation for fora a bridge over bear river committee on roads and highways snow from the joint committee commit ies to arrange for visiting the agricultural college reported that thursday the dinst had bad been agreed on as the date and recommended that
