legislation respectfully report that there is now before both branches of the territorial legislature bills for the amelioration and protection of labor to wit first mechanics lien law second an act appointing mining in their duties and providing penalties for neglect of proper safe guards to employed emp loyes of mines third labor day a legal holiday fourth establishing free employment offices fifth anacito an act to secure to operatives and laborers engaged in and about coal mines manufactories manu factories of iron and steela steel and all alf other manufactories manu factories or buildings the payment of their wages at regular intervals iner vals and in lawful money of the united states so far indications point unfavorably to the success of those measures which are not needful for the protection and progress of organized labor in n the territory the mechanics lien ilea bill comes from the upper house with two sections relating to claims of miners stricken out though thong no good reason has been assigned why the miners should be excluded from the benefits of the act in what shape it may be reconstructed in the lower house remains to be seen the bill creating a bureau of labor statistics was rejected in committee A bill introduced by mr montgomery to fix the liability of railway way corporations in case of accident to employed emp loyes failed of passage it was subsequently reconsidered and the bill amended by inserting the word person persan after the word corporation in such a form it would bring the liability to the doors of every employer hiring men in dangerous and hazardous pursuits and in this simple form meet with the overwhelming wh elming approval of organized labor the bill as amended was defeated by a vote of 13 to 9 those voting for and that it must be as aa well known to every legislator as aa it is 18 to every well informed citizen that the eight hour law is in operation on all public works in nearly every state in the union the state thereby preparing the way tor for shorter hours in all the walks of labor when we remember acts words become inadequate to express ou our condemnations of legislation which is as barbarous as it is ungenerous barbarous because it is a relic of european slave labor ungenerous because the representatives senta tives of the liberal party who voted against labor legislation would stand as aa much
