that thai the council adopt and endorse the following resolution resolved that the common council of salt lake city utah join in and ear neatly endorse the memorial of the bar association of this territory in favor of an independent supreme court and six district court judges for or this territory as provided for in bill accompanying said memorial on motion of Council councilman mau young the resolution was adopted H cohn and auerbach brothers asked that the committee on irrigation take some action in reference to a former petition by them received and tiled filed amanda payne and others ethers asked that a ga gaslight elight be placed at intersection of fourth east and ninth south street committee on improvements charles nelson asked for a rebate of on liquor license having gone out of business committee on license the A fisher brewing company asked to be allowed to tap the water mains with a 4 inch pipe at a point about feet west of tenth west went on second d south street committee on waterworks water works the tha following petition from duncan M mcallister was read nov 1891 to the honorable mayor and city council of salt lake city gentlemen I 1 have been a resident here and a tax payer for twenty eight years and it is only within a comparatively recent period that I 1 have felt insecure in life and property the unprecedented ce frequency of burglaries and highway robberies that have occurred recently and the inadequacy of measures for protection of the citizens from such lawless act has developed a condition of alarm which I 1 share in common with other residents of the city this feeling is in now greatly augmented in nay my case by the murderous attack to which I 1 was su subjected by four highway robbers last saturday evening on main street I 1 respectfully demand of you as delegated guardians in general beneral of the lives and property of residents residents in this municipality that you at once inaugurate me measures that will more adequately protect my fellow citizens and myself myself and if possible drive from our mt midst let the gau gangs of lawle lawless characters which are rapidly producing IL a reign of terror in our city otherwise so 0 desirable to live in I 1 trust there will be no delay in the enforcement of such effective means as you may adopt to secure to us a reasonable alss assurance urance of security in washout in parleys canyon be ref referred ered to the city attorney or other oiher city official to see that the contractors settle these claims as they are required to do so under contract with the clives subdivision and asked that he be be given authority to approve the name adopted WATER MAINS AND SIDEWALKS a recorder jack reported the completion of publication of notices of completion I 1 street from second to forth south streets in district no 7 also on the west side of east temple t from third to sixth south streets in district no 8 S irrigation COMMITTEE REPORT the committee on irrigation to whom was referred the quarterly report of the city stated that they had examined the same and anar found it correct and abid recommended that it be recorded and filed that the petition of robert smith and others had been given attention that the rio bio grande western railway company be compelled to grade sixth west between fifth and seventh north streets as per stipulations in its franchise adopted RELATING TO THE POUND an ordin ordinances ancs repealing section I 1 of chapter exy of the revised ordinances of salt lake city of 1888 relating to pounds was read and laid over for one week SIDEWALK ORDINANCE an ordinance levying the tax and Z for the assessment of property on both sides of west temple street from second to fourth south street in sidewalk district no 7 for the purpose of constructing ting sidewalks thereon was taken up and pawed passed under a suspension of the rules EAST TEMPLE SIDEWALK an ordinance levying the tax and for the assessment of property on the westside west side of east bast temple street from third south to sixth south street in district no 8 was also passed under a suspension of the rules confirming SIDEWALK assessments an ordinance confirming the assessment made by the assessor and collector as corrected and completed by the board of equalization and review on both sides of fifth east street in sidewalk district no 18 from the south line of south temple street to the north line of first south street wax read the third time and passed WEST TEMPLE STREET FRANCHISE resolution granting a franch franchise tse to the salt lake street railway company to operate by electric or cable motive poi power a double track street railroad together with all the necessary switches and turnouts for the accommodation of said road on the following streets came up for its third reading prom from the centre of the intersection of first south street and west temple street thence south on west temple street to ninth south street thence east on ninth south street to the centre of east temple or main street mr lynn offered the following amendment nen dment to section 6 that if said grantee does not within five days after the passage of this resolution grant permission to the salt lake rapid transit company to interlace said grantee granlees gran tees 8 north track upon second south street from east temple to second west street as heretofore approved by this council then this grant shall become null aull and void mayor scott 1 I do not see the propriety of attaching such a condition to a franchise which belongs belong 0 entirely to another street I 1 shall have to rule this motion out of order lynn nervously why you should rule that motion out of order mr mayor I 1 am at a loss to under understand staL parsons I 1 think that the rapid transit company should be allowed to interlace on the salt lake companas Comp anys track but I 1 do not think this is the proper time or place to discuss it I 1 am therefore opposed to the amendment mayor scott that is precisely the view I 1 take of it city attorney hall was callei called on for his opinion in the matter and said that the city had bad a right to grant a franchise under any condition that it might see fit to I 1 impose young it appears to me that this proposed amen amendment a ment to is seeking to compel the council to give ive the rapid transit Fran sit company that which the salt lake company itself could not bestow even if it were willing james I 1 agree with mr youn young g another thing I 1 do not think that this council should assume the risk of acting as arbitrator between the street car companies and the courts the salt lake company received its franchise from the city several years ago to say that it was given f for r nothing is no argument it was an enterprise that has done the city considerable good the road was built at quite an expense and the company is entitled to the protection of this body we have no right to grant the rapid transit or any other company a franchise over the sanae same road bed at least not until the present franchise expires the imposing of the condition named is in my opinion wrong and I 1 shall vote against the amendment folland I 1 am opposed to the amendment for many reasons not because I 1 dout dont want the rapid transit company to reach the depots de lots because I 1 think it should be granted that privilege the introduction of such a rider as suggested by mr lynn is unheard of I 1 shall vote against it parsons I 1 move that the matter be laid over for one week lost on a vote being
