POLICE SERGEANT acting mayor pickard reported the abe nomination by him of A N randolph dolph to the vacant position on the pollee police force of third sergeant confirmed FROM CROM THE COMMITTEE ON WATER WORKS the committee on waterworks WAter works reported as follows gentlemen we your committee on waterworks water works to whom was referred the petition of thomas carter and others asking for an extension of on eiith S rath south and ninth east streets recommend that the mains be extended on sixth south street from midway between eighth and ninth east streets to ninth past east street thence south on ninth east street from sixth south street to midway beaw between een seventh and eighth south streets with laterals literals late rals on sixth and seventh south streets adopted FROM TREASURER WALDEN treasurer walden submitted the following which was referred to the committee on license with instruction to report at ac its earliest convenience 1 I respectfully call your attention that upon recommendation from my department and by the approval of the committee on finance an ordinance was drawn revising the license schedule of t the he city said ordinance has been in the bands b nd of your honorable body seven months but has not been acted upon presumably on account of pressure of other r business the present system of license is not in keeping with the requirements quire ments of a city or of our population and in many instances abdo absolute lute hardships 8 are imposed by its effects upon the public especially upon the poorer classes who in a small way are transacting business again there are numerous paying enterprises that are flourishing in our midst that can afford and should pay a license into the treasury you will note that the ordinance as drawn has the effect of equalizing our present system and would not materially affect the revenue of the license department in view of the importance of this ordinance I 1 take the privilege of call calling irig your special attention to the importance of its passage in connection with the question of city licen license seI I 1 again renew my application that the merchants license be abolished and that said change be made a part of the new ordinance the merchants of other cities competing with those of our own are not encumbered by the system of double taxation and I 1 submit that salt lake merchants should be put at least upon the same basis as their competitors publio GROUNDS the committee on public grounds re ported as follows that the petition of F fred red trimmer as asking kIngto record title of the lots loti in question should be looked after in order to protect the cites interest as against tax titles titled which may be secured against the city by improvements placed on peti petition n of T P murray for a ri right ht of r way i for railroad purposes ehg through rg h the city ty crded be granted the right of way recommended comme by the committee is as follows commencing at the eastern city limits on tenth and roper streets running thence west to the city canal thence northwest along the east bank of said canal to eighth south street thence west along said mid eighth street to the jordan river from this point westward to the city limits the committee has not yet t decided upon the most feasible route cut but are of the opinion that the right of way should be granted from this point westward over indiana avenue the report concludes as follows that in the granting of this right of way the ordinance should contain conan all necessary restrictions hac resolved that it is the sense of the council that in the laying of crosswalks cross walks on state street at the intersection of second and third south streets the same V plan an be adopted in their construction as a at the intersection of state and first south in this that the crosswalks cross walks shall meet the sidewalk grade on the same level that in the construction of water conduits carrying water across the street the same plan be adopted as at the he intersection of first south street and the city cily engineer be authorized to advertise for bids for the construction of said conduits for five days and that the contract be let to the lowest responsible bidder LAID OVER FOR FOB ONE WEEK on motion of councilor young the ordinance granting the baltais ballway company a franchise over south temple street west was wag laid over for one week TO THE LOWEST responsible BIDDER councilman hardy offered the following resolution whereas all public work should be let to the lowest responsible bidder therefore be it resolved that the olty city recorder be instructed ted to advertise twenty days for the excavation of the trenches for the mains running from city creek to the worth north bench and to capitol hill also for the excavation excava tiou of the drain trenches on washington square and that said contracts be let to the lowest responsible bidder and the committees on water works and sewerage respectively open said bids and report their recommendations to the council for its action councilman lynn it will never do for us to adopt such a measure the work has baa already been commenced be city laborers will perform the work cheaper and better than contractors councilman spafford Bp afford I 1 am always in favor of letting work by contract condrac but a resolution has already ben bean passed pa e authorizing mr ryan byan to do the work or councilman young was not a aware re that any such measure had bad been adopt ed but be was informed that the resolution was passed in may of the present year before he took his bis seat in the council he denied dented however thattie that the city could do the work cheaper or better with the sewer gang than by contract it appeared to him that some one had been and was acting without authority councilman hardy I 1 do not think that any sane man will deny that the work can he be done cheaper by contract than otherwise councilmen parsons pendleton and lynn all opposed letting the work by contracts the fhe city could and should employ men to do the work councilman folland an open 0 en question with me as to whether the we city could do its work cheaper by hiring men direct or letting the work to contractors it to is so no longer I 1 have been confronted by several object lessons lemons the last few weeks not many days ago 1 had bad occasion to pass a gang of city laborers four of whom with the forman were seated around a telegraph pole reading the police gazette this came under my observation three days in succession and these periods of rt ast st lasted two hours at a time another gang I 1 have seen drop theft tools and play toss and pitch during working hours A third gang I 1 have seen in front of my office who for two hours at a time did no work at all I 1 inquired their names and was tola told by thereto them to go to a region where the country was hotter than our own favored clime councilman lynn declared the resolution out of order and was sustained by A acting mayor pickard CAPTAIN PARKER OUSTED the ordinance abolishing the office of police captain then came up councilman young I 1 believe that this council adjourned one week ago to allow the acting mayor to consider whether he had bad the right to vote on this question I 1 suppose he has had bad time to consider acting mayor pickard I 1 have and am now ready to vote councilmen parsons and lynn coni tended that it was out of order acting mayor pickard firmly it is not out of order an adjourned meeting was called there was no I 1 quorum present and the question can be legally carried over for one year if necessary seven votes were cast in favor of the ordinance one week ago I 1 will cast the eighth now recorder call my name the order was complied with and mr pickard responded with an emphatic yes he then declared the ordinance passed nam g PASSED 0 o A bill bill for an ordin ordinance anoe
