council to the breaking of globes on the street lamps by mischievous boys and asking for aid in suppressing the evil referred to the city marshal marshai REPORTS OF THE COTY CITY ENGINEER ENGINE city engineer doremus in a report recommended that authority be given him to approve the map ot of washington heights and that the map alap of midland I addition bo be referred to the committee on streets adopted the same officer reported the bill of the salt lake power light and heating company I 1 for for a steam boiler and fixtures to be used in the development of tunnel work in emigration canyon as correct and recommended om that the amount be paid committee on waterworks water works BILL FOR FOB STREET illumination the bill of the salt lake power light and heating company for illumination of streets by electric lights tor for the month of december for was reported as correct by the improvement pro committee appropriated PETITIONS GRANTED the committee on license reported favorably on the granting of a liquor license to charles kuhuke south fifth west street the same committee reported favorably on the granting of the petition of hyrum worthington to conduct a fruit stand on corner also that the sum of be refunded to mckenzie Mc Kenzle and company for liquor license adopted THE PEACOCK LIQUOR LICENSE the same committee submitted a report in r regard ard to co the petition of A J peacock defor for a renewal of his hia liquor license the committee on license reported that the petitioner had bad been doing business at his present place since march 1890 he had tendered the amount of the license to the treasurer and had filed his bond the committee was of the opinion that the council had no authority ity to discriminate arbitrarily as between individuals applying for license there being no ordinance to justify such action the proper course of procedure would be to enact an ordinance providing that after a certain cartain time licenses would no longer be granted to carry on this business in certain localities the committee recommended that the council reconsider its action and grant the petition mayor deett I 1 understand the petitioner is now dead Is that so councilman cohn yes he is dead very dead but his heirs are living jiving and they wish to conduct the bu business I 1 move that the license be granted As a member of the license committee I 1 think that a wrong has ham been committed in denying the prayer of the petitioner that wrong should be righted and immediately councilman hall I 1 am of the same opinion I 1 think it only right and pro per to grant the license the motion to reconsider was carried councilman hall then moved that actio accio on the petition be held over for one week councilman pembroke I 1 cannot see any reason for this I 1 believe that the city had bad no authority to refuse licenses unless there was some reason and am of the opinion that the supreme court would so hold the motion to defer was lost and the report was adopted POLICE REPORT CORRECT the committee on police reported that they had carefully examined the statement of the police court for the month of december 1890 and found that the same was correct cormet and recommended that the statement be accepted and filed the same committee recommended that the appointment of E M yocum as policeman be confirmed adopted PRIVILEGE TO FLUME GRANTED the committee on irrigation to whom was referred the petition of thomas W jennings asking that the ditch on the west aide of block 6 plata plat J be flamed at petitioner petition ers expense recommended that the same be granted adopted STREET RAILWAY FRANCHISE the report of the street committee recommended the granting of a franchise to L C hamilton and others othere to construct and operate a double or single track street railway by steam dummy horse electric or cable power from the corner of sixth west and second south streets and running west along second south to the west boundary line of section 3 township 1 south of range 1 west the resolution provides that the price of a single fare shall not exceed ten cents and a per capita tax of I 1 it mills is to be paid into the city trea adopted THE WARM SPRINGS AGAIN the committee on public grounds re ported in favor of leasing the warm springs to henry barnes and edward byrnes anthe following conditions that the lessees lessels expend on improvements prove ments the first year from late date of lease lease that the monthly rental be for the ibe first three years for the ensuing two years and for the last five years the place to be conducted in a strictly respectable manner councilman conn cohn 1 I wish to place M myself on record in this matter as ats ato favo favorin gj the lease of this property for the puta eu on of 1 I move the report be tabled indefinitely councilman wolstenholme bolme I 1 am not in favor of the adoption of the report of the committee the proper way to dispose of this matter in my opinion is to make known our demands by advertising for bids and lease the property to the highest responsible bidder councilman noble last spring the committee recommended that the property be sold but no action was taken in the matter now the same committee JR is in favor of leasing the property ro perty whatever to is done should be done done now mayor scott the condition of the cites finances to is such as may make it il necessary to sell the property particularly if there be any difficulty in disposing of if the city bunds bonds councilman hall I 1 do not think the springs should be leased for more than five years and it is likely these parties will agree to this the dp ringa like the mountains an I 1 climate are natural advantages and should not we be disposed of public baths ure bre conducive to the public health and welfare As the city seems loth to make the necessary necea nece eary seary improvements I 1 am in favor of the lease ewe treasurer walden at present the city is only receiving mo 50 a month rental for the property in my opinion that revenue should be increased the discussion pro and con was continued until 11 when the report of the committee was adopted with wilh slight ch damages by the elements excepted second that if the rent above reserved or any part thereof shall be unpaid on the day whereon the same is due and payable an and for ten days thereafter or if any default dofa defa fa alt shall be made in any of the covenants herein contained COD talked to be kept by the said parties of the second part their executors administrators or assigns it shall and may larger arger pools therein and in otherwise improving mp roving said premises and within t three bree months from the commencement of said terra term construct a plunge pool on said premises in which boys 16 years of age and younger may bathe at a char charge or sum not exceeding ten cents per bath batte and the cost of constructing said boys pool shall be included in and constitute a part a r t of said agreed expenditures vo fourth rth that they will not during the term hereof charge or collect any greater or larger sum or price per bath than as follows for boys 16 years of ageana age and younger in the boys plunge pool 10 cents per r bath for boys 17 years of age acre r and all other persons for plunge baths other botker than in said boys plunge pool 25 cents per hath bath and 50 cents per bath for tub or private baths and for turkish or russian baths which may be established on said promises premises by said second party they will charge the customary prices as is or may be the sale of intoxicating liquors on the premi isea aises and to keep and maintain the same as a public bathing house subject to the approval of the mayor and city council and the said party of the first part s hereby covenants and agrees with said parties of the second part specifically to aa rol follows lows to wit that two months rental of said promises premises will be remitted while the bath house is being constructed the pools enlarged and other necessary work being done and the said parties of the second part agree not to sublet the prem aises without the consent of the city coun
